mail Tweet Share on Facebook Share on LinkedIn Apply Now > Job Description Description SAIC is looking for a proactive, detail-oriented Senior Program & Financial Analyst to directly manage the financial and project control aspects of ongoing projects essential to the success of our programs. This full time position is supporting a recently awarded 5+ yr DoD contract and is based in the Newport, RI area. This role involves analyzing financial data, creating predictive funding models, and directly supporting program managers with actionable insights. The success of the role will be determined by the ability to maintain accurate financial records, prevent budget overruns, and deliver timely and actionable financial insights to project stakeholders. This position is hybrid with an expectation of at least 3 days in office in Middletown, RI.
Specific responsibilities include:
Financial Analysis and Burn Rate Management:
The Program Analyst will regularly review actual financial performance reports to develop burn rates, accurately predicting funding utilization and project expenditure timelines. They will communicate funding status and expenditure forecasts directly to the Program Manager, providing timely warning of potential cost overruns and strategies for mitigation. In collaboration with task leads, the analyst will refine burn rates to reflect any changes in workloads, staffing levels, or project demands to ensure accurate financial planning and execution.
Budgeting and Cost Controls:
This role involves closely monitoring funding increments to ensure project expenditures remain within predetermined budget constraints, avoiding risk of overruns. The Program Analyst will proactively update and verify budget forecasts by considering changes in project scope, resource availability, and funding levels to ensure alignment with overall financial goals.
Data Reconciliation and Accuracy:
To maintain reliable financial reporting, the Program Analyst will review reports for accuracy and promptly address any discrepancies in collaboration with project controllers. Ensuring that financial records remain precise and up to date is a crucial responsibility, as this directly impacts the integrity and utility of financial data in guiding project decisions.
Reporting and Communication:
The analyst will prepare and deliver detailed financial reports and visualizations tailored to the requirements of the program and tasks. Regular and effective communication of financial performance to stakeholders will be key in supporting informed decision-making and ensuring the continued success and stability of the program. The ideal candidate will conduct data analysis and visualization using tools such as Excel, but will have flexibility to choose from other available software or recommend new tools to ensure optimal results for the program.
Other duties may include:
  • Perform process analysis, process improvement and monitor/control processes.
  • Develop mechanisms for monitoring project financials and for intervention and problem solving.
  • Participate in planning, tracking, and reporting of budgets and schedules.
  • Interpret and implement financial policies and procedures in support of projects.
  • Establish and maintain cost and schedule baselines.
  • Participate in firm fixed price proposal efforts.
  • Support other programmatic ad hoc requests, as needed / requested by manager Qualifications
REQUIRED EXPERIENCE AND EDUCATION
  • Bachelors and six (6) years or more of related experience or Masters and four (4) years or more experience. Additional experience will be considered in lieu of degree. Concentration in finance, accounting, or business related discipline preferred.
  • Strong attention to detail.
  • Advanced Excel skills, including experience with pivot tables, VLOOKUPS, data visualization, and financial modeling/forecasting.
  • Ability to analyze moderate complex financial and operational data, assess risks, and provide effective solutions.
  • Proven history of working independently to meet objectives while maintaining attention to detail.
DESIRED SKILLS AND EXPERIENCE
  • DoD Experience and experience with different government contracting types (CPFF, FFP)
  • Proficiency with project management and financial tools/software, such as MS Project, CostPoint, Cognos Workspace Advanced, and similar platforms.
  • Experience in federal contracting and working within compliance frameworks such as the Federal Acquisition Regulations (FAR).
  • Strong understanding of financial management principles, including burn rate calculations, funding tracking, and budget reconciliation.
  • Experience developing and managing Work Breakdown Structures (WBS), Resource Loaded Networks (RLNs), and reports.
  • Expertise in implementing Earned Value Management (EVM) practices and performing variance analysis.
CLEARANCE REQUIREMENTS
  • Must have the ability to obtain SECRET clearance.
