Job Description The Railroad Commission of Texas, recognized as a worldwide leader in oil and gas regulation, is seeking a Programmer V in the Information Technology Division. The Programmer V performs highly advanced (senior-level) computer programming work. The Programmer V is responsible for leading and executing complex software development projects, including large-scale and highly technical initiatives. This role involves advanced coding, system design, analysis, and implementation, as well as providing technical guidance and oversight to ensure high-quality programming outcomes. The position may also include project coordination and supervision of other team members. Essential Job Functions Lead and/or perform work on programming projects, including those that are large-scale or highly complex in scope. Design, develop, test, debug, and implement advanced software applications and systems. Conduct in-depth research and analysis to support project proposals, system enhancements, and new development initiatives. Analyze, design, plan, and document processes and procedures for both existing and proposed applications. Develop user documentation, including manuals and end-user instructions. Review and evaluate programming work to ensure alignment with system requirements and organizational standards. Provide expert technical advice, troubleshooting support, and recommendations related to programming operations and challenges. Manage multiple programming projects as needed, ensuring timely delivery and quality outcomes. At least three (3) years of experience in Java programming. At least three (3) years of experience working with SQL and database programming. At least three (3) years of experience with UNIX-based systems. At least three (3) years of experience with PrimeFaces and JavaServer Faces (JSF). At least three (3) years of experience with Hibernate and Spring frameworks, including database integration. At least three (3) years of experience with database architecture concepts, including schema design and normalization. At least three (3) years of experience using development and project management tools such as Bitbucket and Jira, including build and release management processes. Experience and education may substitute for one another. Total years of experience can run concurrently. Preferred Qualifications Experience in the Oil and Gas industry is a plus. Familiarity with WebLogic or similar server support. Experience integrating with third-party applications and systems. Working knowledge of technologies such as .NET, Mulesoft, and GoAnywhere. Experience with batch processing or mainframe systems. Experience with the Apache Struts Framework in the development and maintenance of Java-based web applications is preferred. Prior experience working in a state government environment. Knowledge, Skills, and Abilities Strong written and verbal communication skills, with the ability to convey technical concepts clearly. Demonstrated leadership, prioritization, and analytical problem-solving abilities. Proven ability to design, enhance, and optimize technical systems to support business processes. Advanced knowledge of Java programming, SQL, and UNIX environments, including Bash, KornShell (KSH), and shell scripting. Experience working with modern JavaScript frameworks. Solid understanding of database technologies, including SQL and relational schema design principles. Experience leading technical requirements gathering and translating business needs into effective technical solutions.
Work Hours:
Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
