Incumbent responsible for planning and executing internal reviews of Navy MWR, CYP, CMWR, and other NAF activities. The incumbent is assigned difficult and complex portions of NAF financial reviews. This involves assessing compliance with DoW, DoN and OPNAV, and CNIC regulions, policies and procedures; accomplishment of goals, efficiency and economy of management; utilizion of resources; budget formulion and execution; procurement acquisition and disposition of property; inventory requirements, industrially funded operions; reliability of financial stements; automic da processing systems; assessing internal accounting controls; verifying financial stement account balances; and evaluing the presention of financial stements. Duties include but are not limited to: Crees ideas for new internal review program inspection areas and develops oversight program proposals for use by supervisor. Assists in preparing an annual schedule, program guide, and in conducting the field survey to determine functional areas or subjects to be reviewed and inspected. Develops necessary audit steps to meet internal review objectives of significant areas of NAF operions. Performs independent on-site field work necessary to complete requirements of the internal review plan or reled assignments. Informs supervisor when review approaches should be modified to meet objectives or when situions encountered warrant revisions of the internal review program. Assists in identifying inspection approaches in specific functional areas, developing stistical sampling plans, extracting and sorting sample cases to expedite work. Writes comprehensive evaluions of NAF operions relevant to internal review objectives in the form of complete findings and recommendions. Prepares comprehensive supporting documention cross-referenced to reports and results. Prepares reports on internal controls and reports on compliance with policies and regulions relevant to internal review objectives in the form required. Comprehensive supporting documention is cross referenced to the internal review program, adjustments to financial records, reports on internal controls and compliance with policies and regulions. Exercises independent judgment on evaluing management controls. Presents ideas, facts, conclusions and recommendions clearly, concisely and logically, both orally and in writing. Writes portions of internal review reports and supervises completions of the entire report when serving in a team lead capacity. Prepares working papers, setting forth informion relive to the extent of examinion. Provides full support for findings. Conducts in-depth reviews to obtain documentary, analytical, or observable evidence for conclusions and findings. Receives and reviews work papers and working paper summaries in support of findings, requests additional informion, deals with technical questions and resolves problems with personnel of NAF activities and organizions and other members of the internal review team. Documents results of work paper reviews, including providing written guidance to team members relive to additional informion needed to adequely substantie reportable findings. Discusses findings and recommendions with management personnel to reconcile differences and to work out sisfactory solutions to various problems. Participes in entrance and exit conferences with local command representives to explain objectives and conclusions. Considers and resolves issues raised by command representives on factual mters to ensure balanced and accure presention of reported results. Identifies and develops internal review finding issues th have significant monetary or program-wide impact on NAF programs, activities and functions. Identifies merial accounting and internal control issues th result in adjustment or footnotes to financial stements. Ability to review large amounts of da, numerical and otherwise, for purposes of evaluing management systems. Ability to analyze financial stements to determine merial aspects of the financial position, results of operions, cash flow or changes in financial position, and accounting reconciliion and/or budget reports. Ability to identify and document merial internal control weaknesses and recommend corrective action. Ability to recognize potential fraud indicors and develop steps to expand internal review scope to evalue whether investigive referral is approprie. Ability to communice orally and in writing.
