Job Description
Major Functions The County of Volusia is seeking an experienced Software Engineer II for the Information Technology division, located in DeLand, Florida. This position supports the County's Enterprise Geographic Information System (GIS) including infrastructure, programming, special projects, and day-to-day GIS users. The candidate will help train GIS users across the county, publish private and public GIS services, and assist with creating and maintaining Enterprise GIS solutions. Illustrative Duties (

Determines GIS project resource needs, including staff, hardware, software, and infrastructure. Designs geospatial data structures, schemas, and databases to support organizational needs. Designs and maintains automated GIS scripts using Python and T-SQL. Publishes and assists with managing GIS web services. Manages user access, roles, and permissions across GIS systems and geospatial data. Applies patches, updates, and maintains integrations between GIS and other enterprise systems. Creates and maintains GIS documentation, metadata, user guides, and training materials. Aids with training sessions to users on GIS tools, applications, and best practices. Assists with the creation of Americans with Disabilities Act (ADA) compliant cartographic products. Identifies and implements improvements to existing GIS systems, workflows, and data. Serves as liaison between IT-GIS and other departments, stakeholders, and partners. Provides GIS support during emergency situations. May be assigned to other county locations based upon operational needs. Attends work on a regular and consistent basis. Must adhere to Federal, State, County and Local ordinances. Responds to emergency situations. Performs other duties as assigned. Minimum Requirements High school diploma and six years of experience in environmental science, geography, computer science, or other related majors and experience with ArcGIS Pro or equivalent GIS software. OR Bachelor's degree in environmental science, geography, computer science, or other related majors and two (2) year of experience with ArcGIS Pro or equivalent GIS software. A comparable amount of education, training, or experience may be substituted for the minimum experience. Must possess and maintain a valid driver's license at time of hire. Must possess a valid Florida driver's license within 30 days of hire and maintain thereafter. The preferred candidate, having met the requirements, will have a strong understanding of ArcGIS Pro and the Enterprise GIS components. Knowledge, Skills & Abilities Knowledge of the operations, capabilities, and limitations of enterprise GIS platforms, especially including multi-user, multi-platform environments. Knowledge of advanced GIS products including: Survey123, Field Maps, Drone2Map, or other advanced GIS products. Skilled in the use of geospatial database software, including enterprise geodatabases (e.g., SQL Server with spatial extensions, PostgreSQL/PostGIS, or equivalent). Skilled in Python (including geospatial libraries like ArcPy or GeoPandas), or similar scripting languages for GIS automation and customization. Skilled in feature class design, publishing, and some understanding related to sub-types, domains, attachments, and other enterprise feature class subjects. Skilled in understanding 3D spatial projection systems and geocoding. Ability to express ideas clearly and concisely, orally and in writing to groups and individuals. Ability to respond to emergency situations. Ability to establish and maintain effective working relationships. Ability to work under stressful conditions. Must be able to relocate to other county locations based upon operational needs.ADA REQUIREMENTS
Mental Demands:
Ability to read and comprehend technical manuals, instructions, procedures, memos, letters. Ability to write complex documents relaying instructions, information, details and data. Ability to speak to assimilate and communicate methods and information relating to the assigned field. Ability to perform general mathematical functions. Ability to read maps and layout work.Physical Demands:
Light to medium work. Ability to see, talk, hear; finger dexterity. Visual acuity (peripheral vision and depth perception) is necessary to operate a motorized vehicle. Color acuity necessary to distinguish closely related colors and shades. Ability to lift, carry, push and/or pull 25 pounds.Environmental Demands :
