Summary About the Position:
Serve as an Information Technology (IT) Specialist in the field of hydroelectric industrial control systems (ICS) and operational technology (OT), generating equipment and appurtenances. You will be responsible for the conceptual and detailed design, application, selection, installation, failure analysis, uprating, repair, rehabilitation, operation and maintenance support, commissioning, and testing of a wide variety of electrical and IT systems. Responsibilities Providing technical expertise over industrial control systems (ICS) and operational technology (OT) networking and cybersecurity systems with an emphasis on power plant networks and systems (a.k.a. primary controls). Work in coordination with supervisor and SMEs to interpret, provide guidance for, develop documentation of, and conduct training on, the latest cyber security requirements for USACE industrial control systems. Develop routine electrical control panel and industrial control system drawings, including plan, elevation, and layout drawings, elementary power diagrams, basic control and protection schematics. Assist with the development of test plans for IT/OT, ICS, and electrical control equipment. Serve as an IT consulting authority in defining, implementing, maintaining, updating, securing, documenting, troubleshooting, and managing ICS and OT systems software and hardware. One year of specialized experience which includes 1) Providing cyber security oversight and monitoring for an organization; 2) Conducting cyber security analysis to identify threats; 3) Providing recommendations and solutions to potential or eminent cyber security threats; and 4) Providing IT application support such as installing anti-virus software, install security patches and guidance on the use various IT applications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS- 11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
