The Air Force Contracting community currently faces challenges including outdated and inflexible legacy contracting systems, limited information visibility, and difficulty ensuring compliance with financial auditability requirements such as the DoD Financial Improvement and Audit Readiness (FIAR) Plan. CON-IT is intended to address these challenges through the acquisition of an integrated suite of tools, services, and capabilities that streamline contracting processes, enhance information integrity, and reduce IT footprint and sustainment costs. This role directly supports Air Force digital modernization objectives through systems engineering expertise applied across acquisition, development, deployment, and sustainment of enterprise-wide contracting capabilities.
Required Qualifications/Skills:
Master's or Doctorate degree in a related field with 10 years of experience, including 5 years within DoD; OR Bachelor's degree in a related field with 12 years of experience, including 5 years within DoD; OR 15 years of directly related experience with required certifications, including 8 years within DoD.
Responsibilities:
Apply Agile systems engineering principles to support acquisition, development, integration, deployment, and sustainment activities associated with CON-IT and related IT/software systems. Identify and implement emerging IT acquisition strategies and industry best practices to improve system performance and modernization outcomes. Conduct program reviews to assess alternative technical solutions, design/test results, and compliance with system specifications. Develop, coordinate, and deliver technical documentation defining system and subsystem characteristics, engineering recommendations, and system impacts. Prepare and present engineering analyses, reports, and briefings to support program planning, leadership decisions, and corrective actions. Validate software systems by developing evaluation criteria, analyzing performance data, and recommending engineering improvements. Support risk management activities, ensuring alignment with SEAM, DoD, Air Force, and AFMC engineering requirements. Ensure all engineering activities comply with applicable policies, directives, technical standards, and governance frameworks. Mentor and oversee junior and journeyman engineers, providing guidance and technical leadership across the engineering discipline. Coordinate with program offices, functional teams, stakeholders, and technical personnel to ensure system alignment and successful integration with Air Force and DoD requirements.
