The Opportunity NTS is seeking a Communications Systems Engineer that is an Integrated Broadcast Service SME. This Subject Matter Expert will provide technical expertise and troubleshooting skills to assist with PTL site installations, repairs/upgrades, identifying and resolving CIB outages and data loss issues. Key Responsibilities (Principal Duties and Accountabilities •Essential Functions) Inspect systems end-to-end for quality assurance of system architectures and individual components; document system architecture and inventory equipment; provide operator training on IBS, CIB, and TRS; and provide basic system troubleshooting skills training. Provide advisory support, including all aspects of the Department PTL program systems, architecture and system administration (SA) viewers. Provide technical assessment of capabilities and concepts of Department objectives and user requirements. Evaluate systems in test environments as well as in operational environments. Work with PTL leadership, project partners, vendors, and end users throughout the development and testing process to ensure that systems transitioned to operations meet user needs. Assist the PTL team with hardware update services and subsequent integration in user defined C2 systems. Support PTL IBS testing efforts in RF-interference venues at China Lake, CA. Develop test plans and test reports related to PTL testing. Perform PTL IBS system support, including developing training materials, and develop checklists, procedures, and guides to meet operational requirements. Participate in engineering and requirements management. As part of this effort, provide subject matter expertise in support of government-led programmatic and engineering efforts, including the following, as required, Integrated Product Team (IPT) participation, working group participation, and specific user group meetings related to PTL hardware support, IBS-CIB integration, and C2 systems. Create, review, verify, update, or revise technical documentation for PTL's IBS related systems, including written recommendations, reports and technical guides. Work with other agencies as directed by the PTL Program Manager, to ensure that the Department of State and its partners benefit from synergies and economies of scale. Fluency in English (written and spoken) Active Top Secret Security Clearance with immediate eligibility to be granted access to sensitive compartmented information. Must be able to obtain Departments of State class 1 medical clearance. Required Skills, Experience & Abilities Must possess a minimum of 3-5 years of operational experience with the IBS; 6 months of operational experience with CIB; 3-5 years of operational experience using TRS software (version 3.80 or more recent release) Must possess knowledge of Integrated Waveform (IW) and CIB characteristics (IOS) as well as detailed understanding of IW Order Wire and CIB bandwidth assignment process. Must be able to demonstrate experience/proficiency in setting-up basic system configuration Must be skilled with loading COMSEC key via SKL or RASKL device. Must be skilled with directional antenna calibration to optimize UHF SATCOM
signal reception/gain. Must be able to demonstrate experience/proficiency in basic UHF SATCOM
receiver troubleshooting skills. Must be skilled with installation and/or replacement of various cable connector types using solder and weather shielding shrink wrap. Demonstrated experience in operating both a signal generator and a spectrum analyzer for use in troubleshooting entire UHF receiver system, to include input/output signal strength measurements of individual components and cables. Experience with fiber optics and conversion/transition from copper cable to single or multi-mode fiber optic cable is preferred. Preferred Qualifications Self-motivated and the ability to work effectively under minimal supervision. Ability to sit or stand for long periods of time Ability to withstand abnormal environmental conditions Work Locations will include NTS-Gainesville, IMDC - Manassas, Sterling and multiple DoS locations around the DC area. There will be the possibility of international travel to support the contract. May be required to travel OCONUS to conduct installation, training or maintenance at diplomatic facilities. OCONUS travel may include critical threat locations around the world with austere living conditions. Domestic travel may be required for training and program coordination.
