Policies, laws, regulations, and industry standards. Provide technical input on security risk assessments, vulnerability assessments, and other analyses for DOE security assets at LLNL that include: accountable nuclear material, biological agents & toxins, chemicals, government facilities, government property, information, personnel, radiological materials, and special nuclear materials. Provide technical input on security risk assessments for exemptions and equivalencies in accordance withDOE/NNSA
Design Basis Threat Policy and other relevantDOE/NNSA
Departmental Policies. Participate in protection strategy planning for departmental security assets, including Strategic Roll-up Zones; author and maintain assigned Security Plans. Review SO assurance activities related to protection program management, including performance test plans and procedures. Analyze performance test results to identify trends or attributes that modify security risk ratings. Represent LLNL as a technical resource at DOE and NNSA working groups and peer reviews. Perform other duties as assigned. In addition at the TSS.3 level Develop and implement security asset characterization processes for accountable nuclear material, biological agents & toxins, chemicals, government facilities, government property, information, personnel, radiological materials, and special nuclear materials and benchmark across theDOE/NNSA
complex; integrate with multidisciplinary teams across the laboratory to maintain accurate asset characterization. Coordinate, develop, and implement security risk management actions with stakeholders representing LLNL programs and other mission enabling functions based on independent Subject-Matter-Expert (SME) judgement. Represents the LLNL Security Organization as a technical SME on tasks and projects to develop solutions that frequently require novel approaches and new methods. Serves on internal technical/advisory committees and may serve on external committees. Qualifications Ability to secure and maintain aU.S. DOE
Q-level security clearance, along with Sigma 15 and Sigma 20 access, which requires U.S. Citizenship. Bachelor's degree or higher in an applicable engineering, applied mathematics, basic science discipline, or a relevant related field, or the equivalent combination of education and related experience. Knowledge and skill in one or more specialized technical fields relevant to nuclear material control and accountability, analyzing radiological, chemical, biological sabotage threats and/or ballistic, mechanical, and explosive attacks. Ability to review, interpret, and apply requirements and navigate complex regulatory environments. Strong critical thinking and problem-solving skills. Ability to understand complex systems and design criteria. Demonstrated skills in technical writing and research-based writing to effectively author reports, present and explain technical or operational information, and provide advice to management and stakeholders. Excellent interpersonal skills and the ability to interact and collaborate with others in a consistently positive manner. Exercise discretion, tact, and gain consensus in an environment where others may have strongly conflicting ideas and goals. In addition at the TSS.3 level Knowledge and experience with DOE security asset categorization with emphasis in identifying and characterizing accountable nuclear material, biological agents & toxins, chemicals, government facilities, government property, information, personnel, radiological materials, and special nuclear materials and/or analyzing explosive blast effects in accordance withDOE/NNSA
Design Basis Threat Policy. Experience with chemical or radiological atmospheric dispersion plume models and concepts- or•consequence analysis for biological sabotage targets including select agents and toxins.
