Hubzone residents are invited to apply. The Information Security Specialist serves as a Key Personnel position responsible for executing the full spectrum of information security tasks supporting USSOUTHCOM's collateral and SCI Information Security Programs at HQ USSOUTHCOM and the Installation Services Building (Media Destruction Center) in Doral, FL. This individual manages classified material handling and destruction, leads the Security Education Awareness and Training (SETA) program, supports declassification operations, and maintains the CUI Program. The role requires specialized certifications including operation of the SEM Model 23/5 disintegrator, DoE
CNWDI/RD/FRD
read-on eligibility, and annual Foreign Disclosure training. As Key Personnel, this individual is subject to government approval for any substitution.Essential Duties and Responsibilities:
Conduct planning and execution of security staff assistance visits (virtual and inperson), surveys, assessments, and quarterly meetings supporting the Command Security Manager Program. Conduct internal assessments using established checklists; evaluate document marking accuracy through sampling. Process courier requests; prepare courier cards and travel authorization letters within 3 business days; maintain accountability spreadsheet and submit weekly metrics. Prepare classified information for transmission/transportation; maintain classified material inventory; destroy material IAW records management disposition andUSSOUTHCOM
policy. Process reported/suspected security incidents IAW local policy; maintain incident files; coordinate with IT and DISA for system sanitization. Assist with original and derivative classification and mandatory/systematic/automatic declassification programs. Implement and maintain the CUI Program; conduct data collection and evaluate marking compliance. Execute comprehensive SETA program including newcomer orientation, annual training, refresher courses, and awareness materials; provide monthly training completion rates. Collect and destroy classified/CUI material weekly; operate SEM Model 23 disintegrator; perform operatorlevel maintenance. Provide TwoPerson Integrity (TPI) capability for destruction of Top Secret, SAP, SCI, and other materials. Operate and maintain degaussing and data destruction equipment. Assist with declassification requests (MDR, ADR, SDR); conduct linebyline redaction reviews. Maintain repository/tracking system for Classification/Declassification Guides, prepublication reviews, security incidents, and DD Form 254s. Serve as primary POC for security matters involving FLOs/EXOs; facilitate information sharing and access requests. Prepare briefings and papers on security and foreign disclosure for senior leadership. Assist with administering Defense Courier Service (DCS) actions.Minimun Qualifications:
Bachelor's degree in a related field preferred; significant DoD information security experience may substitute; equivalent IC/DoD experience accepted. Minimum five (5) years of DoD information security experience including classified material management, SETA program execution, and declassification operations; experience with DISS, NBIS, and Scattered Castles required. Certified to operate SEM Model 23/5 disintegrator (or able to obtain upon award); DoE certification for CNWDI and RD/FRD reviews (must possess readon); Foreign Disclosure Training (annual); DoDM 8140.03 IA baseline certification per role. Top Secret with SCI access required (TS/SCI); Tier 5 investigation completed within past five (5) years. NATO information access required. Must possess access to Critical Nuclear Weapon Design Information (CNWDI). Must be eligible at time of proposal submission and maintain for life of contract.Preferred Qualifications:
Certified CounterInsider Threat Professional (CCITP). Center for Development of Security Excellence (CDSE) certificate programs. Experience with SPAN, SIPS, and SOUTHCOMspecific security systems.
