IMRF About the Learning Technology Center The Learning Technology Center (LTC) is a program of the Illinois State Board of Education and serves as the state's primary source of technology support for K-12 schools. About the Position The Learning Technology Center (LTC) is seeking a Program Director, vCISO Services to lead the development and delivery of a cybersecurity advisory service for K-12 school districts. This role focuses on helping districts better understand and manage cybersecurity risk through practical, structured support. You will work directly with superintendents, technology leaders, and business officials to provide clear guidance on governance, risk, and planning, serving as a consistent and trusted partner as districts navigate an increasingly complex security landscape. This role requires strong, applied cybersecurity expertise—the ability to evaluate real-world implementations, validate controls, and provide credible, experience-based guidance to district teams. In this role, you will lead the day-to-day delivery of the vCISO service. This includes conducting annual cybersecurity risk assessments, producing board-ready reports and summaries, developing prioritized action roadmaps, and supporting districts with policy review, vendor risk considerations, and incident readiness planning. You will facilitate regular check-ins with district leadership, help translate technical findings into actionable next steps, and ensure districts have organized, credible documentation aligned to frameworks such as NIST and CIS. The work is structured and repeatable, but grounded in real environments—requiring the ability to assess systems, identify gaps, and make practical recommendations that districts can implement. This is also a builder role. As a new service, the program will start with a small number of districts but is expected to grow over time. The right candidate will not only deliver high-quality work, but also help refine the service model, establish standard processes and artifacts, and prepare the program to scale. This includes contributing to hiring, onboarding, and supporting additional staff as demand increases. We are looking for someone who can balance hands-on cybersecurity leadership with program development—ensuring consistency, maintaining quality, and building a service that can expand sustainably over time.
