The RTX Government Security Compliance (GSC) team is seeking a Senior Manager, Special Programs Security to serve as a senior individual contributor responsible for Special Access Program (SAP) and Sensitive Compartmented Information (SCI) compliance at RTX's Classified Collaboration Center (CCC) located in Sterling, VA. This position will serve as the Contractor Special Security Officer (CSSO) and will operate independently, applying deep expertise across the full range of special program security functions. This role requires a strong working knowledge of Security Management, Information Security, Physical Security, Personnel Security, Accountability, Access Control, Transmission, Security Education, and Contracting. What You Will Do Serve as the CSSO and implement all applicable security requirements including DoD Manual 5205.07, NISPOM, ICD 705, and other special programs guidance. Act as the senior security technical advisor to the CCC Leadership and CCC Security Lead, executive visitors, and government partners, providing expert interpretation of policy, risk analysis, and security recommendations. Deliver executive support to the RTX senior leadership team in preparation for and during classified meetings, consortiums, Board of Director's engagements, etc. Develop and maintain program‑specific SOPs, Security Addendums, OPSEC Plans, CONOPs, Program Protection documentation, and other required artifacts. Oversee

security operations, including FFCs, TEMPEST considerations, construction security planning, and ongoing facility compliance. Perform duties as the Top Secret Control Officer and SAP Accountability Officer, ensuring accurate classified material accountability and compliant document/media handling. Manage personnel processing, clearance verification, visit access, document control, classified receipt/dispatch logs, and related administrative security functions. Conduct internal self‑inspections, assess security controls, identify deficiencies, and implement corrective action plans. Support external customer and government compliance inspections, prepare required documentation, and lead remediation activities. Investigate and document security incidents, identify potential compromise, and implement corrective and preventive measures. Collaborate with
ISSM/ISSO
partners on system security requirements, A&A activities, JSIG implementation, and approved sanitization procedures. Provide expert input to proposals, BOEs, staffing plans, and capture/proposal gate reviews as the Special Programs Security SME. Build and maintain effective working relationships with program teams, cross‑functional partners, and government counterparts. What You Will Learn The DoD Acquisition Lifecycle and Security's integration across phases Protection of Critical Program Information (CPI) Test event support and security implications Cross-functional collaboration across the RTX Business Units Qualifications You Must Have Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience Completion of a Counterintelligence Scope Polygraph if requested after selection. Experience in NISP, SAP, and SCI security operations. Experience interpreting and applying DoD 5205.07, NISPOM, ICDs, and SAP Central Office-specific security guidance. Experience conducting self‑inspections, risk assessments, facility compliance work, and security program documentation. Experience with Microsoft Office and standard security systems/applications. Qualifications We Prefer Membership or certification with CSSWG, NCMS, ASIS, or DoD 8570 IAM‑level certifications (CISSP, CISM, etc.). Experience with DISS, JADE, Scattered Castles, or other government security systems. Experience with A&A processes, Risk Management Framework (RMF), cross‑domain systems, and Assured File Transfer tools. Strong written and verbal communication skills and the ability to operate independently in a complex classified environment. Onsite:
Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products. The salary range for this role is 145,600 USD - 276,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
