The incumbent will work under the direction of an organizion wide Informion System Security Manager to provide system security manager services to Marine Corps installions worldwide. The Informion System Security Manager (ISSM) serves within the Enterprise Cybersecurity and Compliance Office. The ISSM will serve as an advoce for all disciplines within the security program including the development and subsequent enforcement of the organizion's security awareness programs, business continuity and disaster recovery plans, and all industry and governmental compliance issues. Promotes IT security awareness to the user community by validing the user community is completing annual security training. Oversees and maintains regulory requirements and completes periodic reviews for security implicions and security applicions. Works closely with and receives reports from Informion Systems Security Officers (ISSO)s. Performs security compliance efforts IAW the Payment Card Industry (PCI), Federal Informion Security Modernizion Act (FISMA), Nional Institute of Standards and Technology Special Publicion (NIST SP) 800 series, Federal Informion Processing Standards (FIPS) series, and USMC reled policies and procedures. Conducts comprehensive assessments of the management, operional, and technical security controls and control enhancements employed within or inherited by an informion technology (IT) system to determine the overall effectiveness of the controls (as defined in
NIST SP 800-37
). Follows systemic processes to assess the ability of systems and networks to withstand exploition by adversaries. Conducts assessments of thres and vulnerabilities, determine deviions from acceptable configurions and enterprise or local policies, assesses the level of risk, and develops and/or recommends approprie mitigion countermeasures in all situions. Performs technical tests, network scans, vulnerability scans, and penetrion testing to evalue the effectiveness of systems, devices, procedures, and methods used to safeguard informion in computer accessible media. Assists in the daily operions of the MR Cybersecurity program objectives to implement processes and procedures as they rele to DoD, DON, USMC, MCCS policy, standards, and guidelines. Provides security oversight for MR and subordine commands to include coordining MR security measures, conducting analysis, periodic testing, evaluion, verificion, accredition, and review of informion system installions approprie classificion levels. Focuses on content development, communicions, and training program management in support of cybersecurity awareness or relevant technical subject domains. Coordines with all departments within the Marine Corps Community Services (MCCS) and higher Marine Corps to support cybersecurity awareness initiives. May conduct and coordine training of personnel within pertinent cybersecurity subject domain and develop, plan, and evalue training courses, methods, and techniques as approprie. May be responsible for raising security awareness and faciliting improved security. Occasional travel to complete work assignments, conduct training or tend conferences and meetings may be required. EVALUATIONS
Qualificions Bachelor's Degree in Informion Technology or Business reled field approprie to the work of position AND three years of experience performing specific tasks for Informion System Security Manager (ISSM), security assessments, vulnerability management, or cybersecurity (CY): OR an approprie combinion of educion and experience th demonstres possession of knowledge and skill equivalent to th gained in the above, OR approprie experience th demonstres the applicant has acquired the knowledge, skills, and abilities equivalent to th gained in the above. Knowledge of risk management processes, secure configurion management techniques, Government laws and policies, cyber thres and vulnerabilities, encryption algorithms, host/network access control mechanisms, vulnerability informion disseminion sources, Payment Card Industry (PCI) da security standards, Personally Identifiable Informion (PII) da security standards, incident response and handling methodologies, intrusion detection methodologies and techniques for detecting host and network-based intrusions, and organizion's risk tolerance and/or risk management approach. Skill in applying security controls, analyzing traffic to identify network devices, conducting applicion vulnerability assessments, assessing security systems designs, interpreting vulnerability scanner results to identify vulnerabilities, assessing cloud security measures and microservices, preparing Test & Evaluion reports, and running Security Content Automion Protocol (SCAP) content and Security Technical Implemention Guides (STIGS) based tools for benchmark, compliance checks, and security configurion reviews. Ability to identify systemic security issues based on the analysis of vulnerability and configurion da, apply cybersecurity and privacy principles to organizional requirements (relevant to confidentiality, integrity, availability, authenticion, non-repudiion), conduct vulnerability scans and recognize vulnerabilities in security systems, and transle da and test results into evaluive conclusions. As an authorized and privileged user of Department of Defense Informion Systems, must fulfill the requirement to complete DoD Workforce Improvement Program certificion (DoD 8570.01-M) as a condition of access within six months of employment. This position has been determined as a Basic proficiency level ISSM. This position had been determined as Modere Risk. As a condition of employment, the incumbent must be able to obtain and maintain an Access Nional Agency Check and Inquiries (ANACI/ Tier 3) Secret Clearance to access classified informion.
