Job Description

Appraisal Data Analyst I and II at Bannock County in Pocatello, Idaho, United States Job Description Position summary: This position is responsible for maintaining and analyzing the Assessor's records for appraisals in the computer assisted mass appraisal (CAMA) system which is currently Proval. The position manages the data processing requirements of the County Assessor's office including daily systems and worksheet analysis, while also providing technical advice. The work is performed under the direction of the Chief Deputy Assessor, in collaboration with other managers, the lead appraiser and other appraisers to coordinate department mass-appraisal efforts. This position also requires a self-starter that can independently plan and organize their own work duties and projects in worksheet data analysis, and provides technical advice as needed. The principal duties of this position are performed in a general office environment, with occasional travel to field sites to assist with annual or other property appraisals. . Essential Duties and Responsibilities (may vary by assignment) The position assumes responsibility and performs tasks in the following areas: Performs all duties, responsibilities, and interactions in a professional manner with other employees, customers, visitors and the public that in accordance with County policies, procedures, and safety practices, Analyzes real estate market data using procedures and methodology accepted by IAAO standards, Maintains department technological system needs in coordination County IT Staff and CAMA system support, Works with Lead Appraiser and State Tax Commission Consulting Appraisers on maintaining sales data and produces ratio study reports twice a year and as needed internally, Reviews, cleans-up and edit data and reports with completeness and accuracy, Responds to public data queries, Works under Lead Appraiser to train other appraisers in understanding clean-up reports and other reports as needed, Troubleshoots document processing and equipment failures in the Assessor's Office, Prepares reports and summaries of the sales information for use in real property appraisals, Conduct audits of sales reports for accuracy, Analyzes appraisals in relation to appraisal standards, cost data, sales data, and departmental goals, Make presentations using graphs, printouts, tables charts and maps, Applies statistical methodology to provide trend information, and utilizes trend data to assist management in short-term and long-term planning, Proficiently uses geographic information systems (GIS) to create layers to better analyze assessment accuracy, efficiency, and equity, Communicates regularly with immediate supervisor and lead appraiser concerning work progress, including present and potential work problems and recommended solutions, Maintains strict confidentiality in all cases, Assists in other responsibilities or special projects of the Assessor's office as needed such as helping with Residential Appraisals for the current 5-year plan, along with new construction and occupancy, Provides support to Board of Equalization process by maintaining spreadsheets, tracking updates and as otherwise needed or requested, and Performs other assigned tasks or responsibilities necessary to meet department objectives.

This position obtains, possesses, and deploys the following knowledge, skills, and abilities to effectively perform their responsibilities:
Knowledge Of:
Knowledge of appraisal principles, methodologies, and best practices, Applicable Federal laws, Idaho statues and codes, County, and local ordinances, and Verbal and written English to be able to effectively act as a technical resource to staff and the public, and to compose necessary clear and concise correspondence, reports, or other needed written communication, and Intermediate mathematical and statistical concepts.
Skills To:
Use Microsoft office programs, with advanced level skills in Microsoft Excel, Gather, organize, and analyze data while using concepts of data management in a relational database, Present general and technical concepts in a group or public setting, and Operate standard office equipment including phones, copier/scanner/fax machine, ten key calculator, computer workstation and associated bookkeeping, document, spreadsheet, and other software applications used by the department.
Ability To:
Establish and maintain effective working relationships with department supervisors, office personnel, the public, patrons, customers, elected and appointed officials, and other County employees under occasionally stressful conditions, Follow written and oral instruction under supervision, work as part of a team, or work independently using initiative and judgement to analyze need and arrive at desired results, and Schedule, prioritize, and multi-task multiple daily and project assignments, adjusting to interruptions, with accuracy and speed under the pressure of time-sensitive deadlines. Required Qualifications - Level 1 / Grade 12 High school diploma or GED equivalency, Valid Idaho driver's license, Must complete Appraisal Courses 1 and 2 approved by the International Association of Assessing Officers within two (2) years of hire, 1 year of appraising, real estate, or other applicable experience, and 1 year of Microsoft Excel experience creating workbooks, fundamental formulas, entering and sorting data, creating basic charts, and conducting analysis, OR Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities to effectively perform the required functions of the position. Preferred Qualifications - Level 2 / Grade 13 Bachelor's degree in business administration, public administration, GIS, or related field, Three (3) years of analytical and Excel experience creating formulas, utilizing functions such as conditional formatting, entering, sorting, and analyzing data, creating graphs, formatting pivot tables, conducting analysis, One (1) year of GIS experience in an appraising, surveying, or real estate environment, and Certified Residential Property Appraiser with the Idaho State tax commission while maintaining 32 hours of continued education every 2 years.
Work Environment & Physical Requirements:
This position works primarily in an indoor office environment which may require sitting for extended periods while occasionally driving to complete field work to assist in annual or other appraisal processes. The physical requirements of this position (with or without reasonable accommodation) are: Sufficient sensory function to permit the employee to comprehend written work instructions, independently analyze and solve problems, and communicate as needed to fulfill job duties, Sufficient manual dexterity which permits the employee to operate office equipment, programs, and drive to appraisal field locations, Sufficient personal mobility, flexibility, agility, and physical reflexes, with or without reasonable accommodation, which permits the employee to lift or move office materials weighing up to 20 pounds, to sit and work at a keyboard for an extended period, and work in an office and courtroom environment.
