The Tollway is a user-fee system - no state or federal tax dollars are used to support maintenance and operations. Operations are funded by toll and concession revenues. Under the leadership of the Board of Directors and Executive Staff, the Tollway is committed to achieving the following goals: increase collaboration with regional transportation and planning agencies, promote the regional economy, maintain financial integrity, foster environmental responsibility and sustainability, maintain the safety and efficiency of the Tollway system, further transparency and accountability, enhance customer service, and maintain public trust. The Office of the Inspector General (OIG) was established by statute to foster effective and efficient Tollway administration and operation and to promote integrity and accountability at the Tollway through independent oversight including investigations and reviews. The OIG has broad jurisdiction to detect, deter, and prevent fraud, corruption, mismanagement, and misconduct by Tollway Board members, officials, and employees as well as Tollway contractors and vendors. In furtherance of this mandate, the Information Analyst supports all aspects of the office by leveraging data from different sources with the goal of providing insight to identify trends, risks, significance, and appropriate solutions for complex issues that impact OIG investigations and reviews. This position involves working with extremely sensitive and confidential personal information and information associated with investigations and legal proceedings. Essential Job Functions The Information Analyst position reports to the Deputy Inspector General.
Principal responsibilities include:
accessing and analyzing data sources, defining data requirements, preparing interactive visualizations and reports in support of the OIG's statutory mission, and supporting the OIG case management database. In this role the incumbent will interact with OIG staff and other Tollway stakeholders. Assists OIG personnel with identifying Tollway and other relevant data sources; Identifies, extracts, and performs analysis of large Tollway and third-party data sets such as ERP and e-Builder, etc.; Exports data from various sources and uses application tools to organize and convert information into user-friendly formats Validates large volumes of data sets for accuracy and completeness; resolves discrepancies created by duplicate, incorrect or missing information Compiles and generates statistical and narrative reports to summarize the analytical findings; Develops advanced and statistical models and techniques to analyze large, complex transactional and operational data sets; Develops and maintains a wide range of data products such as business intelligence reports, data visualizations, infographics, etc., by applying skills in understanding technical concepts, including data analytics and business intelligence software; Researches, designs, develops, adapts, and enhances analytical and reporting solutions using a range of analytics techniques, methods, and tools; makes recommendations regarding how data is collected, used, and managed; Creates appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis if necessary; Supports OIG case management database; Keeps abreast of data analytics technology, including advancements in emerging technologies such as artificial intelligence (AI); and Other duties consistent with the OIG's statutory mandate as assigned by the Inspector General. Qualifications This position requires a bachelor's degree from an accredited college or university in Computer Sciences, Information Technology/Management, Data Science, Business Administration, Public Policy, Statistics, or a related field, plus work experience totaling at least one year of developing skills described in the position description in such areas as data analysis or data management. The position also requires the following Strong analytical, organizational, and problem-solving skills; Demonstrated ability to communicate clearly and concisely both orally and in writing; Excellent attention to detail; High personal ethical standards; High proficiency using Microsoft Suite, with Advanced Excel capabilities; Considerable functional knowledge of methods of database analysis, statistical methodologies, and tools used to retrieve, query, and analyze data, such as Power BI, Tableau, Access, etc.; Strong writing skills - position includes requirement to communicate clearly in writing; Creativity in identifying, exploring, and analyzing issues; Ability to work independently and in a team environment, and to interact professionally with others; Demonstrated ability to learn and master new skills and techniques; Possession of a valid Illinois driver's license; and All OIG employees must be nonpartisan and free from conflicts of interest.
Preferred Qualifications Include:
Advanced degree in data analytics, data science, statistics, public policy or related field Experience performing data analytics in a law enforcement, investigations, or criminal justice environment Expertise in crafting compelling data analysis products and visualizations for non-technical audiences using plain language.
