Job Description

The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the direction of the Data Analyst 3 in the Office of Strategic Information Management (OSIM), the Data Analyst 2 will provide cross-unit support of the data management and analysis in all areas of OASAS Divisions of Recovery, Harm Reduction, and Addiction Treatment Centers (ATC), and Information Management and Reporting Unit.
Illustrative duties include:
Assist in design of visualizations, maps, and dashboards, using EHR and visualization tools (e.g., NetSmart, Tableau) for public and internal use. Gather and leverage information from various sources, including databases, spreadsheets, APIs, and other repositories. Advise on requirements for development of new data systems and applications. Scrub, filter, and preprocess data to remove inconsistencies, errors, and missing values. Convert raw data into usable formats by performing tasks such as normalization, aggregation, and restructuring. Recommend actions and strategies based on data analysis to optimize performance and achieve business objectives. Prepare and deliver regular reports, presentations, and summaries of data analysis findings to management and other relevant parties. Stay updated on industry trends, emerging technologies, and best practices in data analysis through self-study and professional development activities. Document data analysis methodologies, processes, and outcomes for future reference and knowledge sharing. Summarize and interpret historical data to identify trends, patterns, and anomalies. Understand statistical information software (SAS, Excel, R, etc.) to select/provide data analyses of OASAS systems or other related databases. Provide advanced geographic information systems (GIS) analysis as appropriate. Play a key role in developing and communicating Key Performance Indicators (KPI) for providers, programs, and Addiction Treatment Centers (ATCs). Respond to requests from agency staff. The minimum qualifications required for this vacancy.
Minimum Qualifications Non-competitive:
seven years of experience• in data visualization, and statistical models and data mining tools.
Substitution:
An associate's degree may substitute for two years of general experience; or a bachelor's degree may substitute for four years of general experience. A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience. This position requires travel (approximately 25%) occasionally to areas that may not be served by public transportation. Additional comments regarding the vacancy. Additional Comments This position may be located either at: 1732 South Avenue Rochester, NY 14620 or 200 Canal View Blvd. Suite 102 Rochester, NY 14623-2850 The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
