Job Description

The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the direction of the Director of the Office of Strategic Information Management (OSIM), the Data Analyst 3 will: Serve as the Data Analyst lead in OSIM, ensuring all applications serving OASAS critical functions are designed, developed and utilized to provide performance metrics. Ensure system design elements are included in all aspects of application design for OASAS-critical applications to allow performance measurement analytic capacity for the continuum of care. Leverage understanding of OASAS business requirements and frameworks to ensure systems design will allow and drive performance metric capacity. Maximize OASAS systems capacity to transform raw data and leverage tools to load into appropriate data sets, analytic tools, and drive decisions. Utilize data analytic tools against existing systems to generate required performance metrics, leveraging understanding of tools to improve analytic capacity. Document recommended enhancement requirements and enhancement requests. Serve as performance metrics systems and tools in all Joint Application Development (JAD) sessions to elicit requirements for OASAS mission critical systems. Ensure capacity for and coordinate the analysis of trends in data sources and the assessment of data structures. Review data structures, data sources and reports produced by lower-level staff for accuracy. Facilitate in and conduct the most difficult analysis of data. Meet with business areas to discuss the development of the agency strategy for analytics solutions. Review and suggest improvements to current or planned systems and processes. Supervise a team including Data Analyst 2 and contract staff. Work directly with customers on the more complex projects to ensure all requirements are captured at the beginning of the project. Work to support and, where required, conduct complex analysis of data. Review data sources and reports produced by subordinate staff for accuracy. Meet with business areas to discuss the development of the agency strategy for analytics solutions. Oversee the drafting of OSIM related informational documents on analytics solutions. Review and suggests improvements to current or planned systems and processes. Work with data visualization tools like Tableau, using querying languages like R, etc. Work with the data warehouse team to ensure proper data mapping to meet the reporting needs of the customers. Work with the OSIM management, Division of Planning, Research, Information Management, & Evaluation (PRIME), and Data Architect(s) to develop strategy and direction which will help to ensure alignment with OASAS strategic plan. The minimum qualifications required for this vacancy.
Minimum Qualifications Non-competitive:
nine years of experience• in data visualization, and statistical models and data mining tools.
Substitution:
An associate's degree may substitute for two years of general experience; or a bachelor's degree may substitute for four years of general experience. A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience. This position requires travel (approximately 25%) occasionally to areas that may not be served by public transportation. Additional comments regarding the vacancy. Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
