About the City of Portland Health & Human Services Department The Health & Human Services Department consists of four unique divisions; Barron Center, Elder Affairs, Public Health, and Social Services. We strive to enhance the health and well-being of the residents of Portland in collaboration with our community, state, and federal partners. Job Summary Are you a data storyteller who wants to see your analysis turn into real-world community impact? The City of Portland's Health and Human Services Department is looking for a skilled HHS Data Analyst to join our team. In this role, you'll step beyond clinical surveillance to look at the "big picture" of community well-being. From housing stability and social services to public health outcomes, you will be the technical engine that helps our leaders make evidence-based decisions. Duties & Responsibilities:
Collect and analyze diverse datasets to identify community trends, service gaps, and program successes across all HHS divisions. Use granular, disaggregated data to shine a light on disparities in race, ethnicity, and geography, ensuring our services reach those who need them most. Create high-impact dashboards and reports with data visualization tools that make complex information easy to understand for city leaders and the public. Partner with program managers and community stakeholders to turn data into actionable strategies for improving social determinants of health. Manage data collection systems and reporting requirements with a focus on accuracy, HIPAA compliance, and best practices.
Required Skills & Experience:
Bachelor's degree in Data Science, Statistics, Public Health, Public Policy, or a related field. Minimum one year of experience in data analysis, with experience in public health and/or social services data. Working knowledge and experience using analytical tools and software. Working knowledge of quantitative and qualitative research methods. Familiarity with health-related social needs and systemic causes of disparities. Knowledge of data privacy regulations (e.g., HIPAA). Excellent communication skills with the ability to present data findings to diverse audiences. Strong organizational skills and the ability to manage multiple projects simultaneously. Ability to work independently and manage multiple tasks simultaneously, with strong analytical and problem-solving skills.
Preferred Qualifications:
Proficiency in modern data visualization software (e.g., Power BI, Google data Studio, or similar). Comfortable cleaning messy data and building automated tools. Skilled in presenting technical information in a clear and accessible manner to non-technical audiences to drive departmental goals and policy changes. A deep understanding of health-related service needs and a commitment to advancing equity through data.
Special Requirements:
Must possess a Class C Driver's license and have and maintain a good driving record. Must have access to a vehicle for work use.
Expected Hours/Schedule:
The schedule for this position is Monday-Friday 8:00am-4:30pm, with the option of a hybrid schedule of two remote days. Applications accepted until June 12th, 2026. Offers of employment are contingent upon the completion of a satisfactory criminal background check. The City will not sponsor an employment visa for this position. Applicants must be currently authorized to work in the United States on a full-time basis.
Salary & Benefits:
This a Non Union, Full-Time, Project position, Grade C41, Starting salary is $69,349.00 annually.
