  • 5/14/2026 Key Responsibilities This position resolves complex operation and/or data processing issues and monitors system performance; makes recommendations for enhancements; and reviews systems and data to ensure compliance with procedures, policies, or regulations.
The Senior Data Analyst will assist in information analysis support for the Department; work with the Department's managed care plans and other technical staff to troubleshoot problems; work closely with the Department of Technology Services (DTS), division staff, other government agencies and managed care plans to ensure the accuracy of data and support managed care contracts and other business needs. The Senior Data Analyst resolves a variety of complex issues and may perform a combination of the following tasks: develop, interpret and implement policies and procedures and ensure enforcement; ensure compliance with federal and state rules, regulations and mandates; monitor program and system effectiveness; communicate and coordinate with managed care plans; communicate system issues with other division staff; provide technical expertise; compile statistics, analyze data, and make recommendations. Must be able to communicate effectively, maintain relationships, and work independently as well as part of a team. Key responsibilities and day to day responsibilities of this position: Data mine multiple massive data sources and perform various analysis on the data subset. Perform ad hoc analysis and reporting to support internal and external stakeholders. Communicate with service providers, along with other internal and external stakeholders, to collect, review, analyze and report data. Monitor system performance to ensure proper operation and identify possible problem areas; work with DTS support staff to ensure infrastructure resources are adequate to provide appropriate business support. Develop, modify, and ensure compliance with policies, procedures, and best practices. Participate in identifying training needs and assist in the development and delivery of training to system users. Provide technical support to end users and agency management on all business functions and processes encompassed in the supported business systems. Oversee client side security and permissions of software systems. Recommend system enhancements, modifications, tools and other technical solutions to meet agency needs. Coordinate the establishment of and compliance to standards and assist in the evaluation and selection of projects and processes that can benefit from software functionality. Anticipate the impact that new or modified software will have on existing standards and systems. Perform business configuration of software systems to meet agency needs. Select testing methods to evaluate the success of both software upgrades and modifications. Meet with vendors on new and existing products, evaluate usefulness and cost of products and make recommendations. Serve on committees and special projects.

Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g. safe use of office equipment, avoiding trips and falls, observing fire regulations, etc. Typically, the employee may sit comfortably to perform the work; however there may be some walking, standing, bending, carrying light items, driving an automobile, etc. Special physical demands are not required to perform the work. This position may currently be a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion, at any time, and for any reason. Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to Utah within 30 days of their start date. Qualifications Minimum or "day-one" qualifications: Understanding of Medicaid and CHIP eligibility and benefits Create advanced SQL queries to extract, categorize, monitor, manipulate and organize data for solving agency problems. Independently evaluate patterns in data to explain variances in utilization and practice patterns. Make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions. Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions. Independently evaluate patterns in data to explain variances in utilization and practice patterns. Perform advanced mathematical calculations to solve problems. Compile, code, categorize, calculate, tabulate, audit, verify, or process information or data. Ability to make detailed analysis, summarize findings and communicate effectively to management and other staff.
Preferred or trainable/on-the-job qualifications:
Understand principles, theories, and practices of the Medicaid system. Assess the operational impact of legislation or audit recommendations on services. Understanding of EDI files, specifically Health Care related files. Understanding of the Provider Reimbursement Information System (PRISM). Understanding of Managed Health Care processes.
