Job Description
Regular Schedule:
34 hours per week Monday-Friday Day Work or Monday-Friday Afternoon Work. Position may be required to work nights, weekends, holidays, planned events or unplanned events. Non-Merit vacancies exist in the Police Department, Criminal Investigation Bureau. Non-merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. Position Overview Conducts tactical crime analysis, strategic crime analysis and/or intelligence analysis in support of specific police operations, deployments, initiatives, planned events and/or unplanned events in the Criminal Intelligence Section. General Job Functions Analyzes police and non-police data to disseminate intelligence products relating to criminal activity, crime trends, crime series and crime patterns based on spatial analysis, temporal analysis, and modus operandi. Conducts analysis to develop, write, and disseminate Crime Maps, Intelligence Bulletins, Threat Assessments, Intelligence Assessments, Crime Forecasts, Post Car Alerts, Open Source analysis, Social Network Analysis, Telephone Toll Analysis, etc. Prepares oral briefings, written reports, and/or supporting and illustrative narrative and material in the form of charts, tables, graphs, maps and develops recommendations and forecasts in a detailed factual format to be used by Command Staff and field supervisors in order to evaluate enforcement priorities and intelligence operations. Performs sophisticated analysis of specific crimes to aid in instituting tactical crime suppression and prevention activities. Business Intelligence Job Functions Develops SQL queries and SSRS reports in order to conduct analysis of crime patterns, series and trends. Writes queries from SQL databases and Motorola Premier One for the purpose of conducting tactical crime analysis and/or intelligence analysis. Develops PowerBI Dashboards to monitor emerging crime patterns and trends, and forecast patterns and trends. Conducts intelligence data management to capture, control, and analyze multi-source intelligence data using iBase. Discovers and uncover networks, patterns and trends using complex structured and unstructured data. Intelligence Analysis Job Functions Uses criminal intelligence processes to identify criminal activity including telephone toll pattern detection, suspect-crime correlations, and target-suspect profiles; prepare deployments, charts and maps for patrol, and command staff. Monitors open sources for potential criminal activity and/or threats to the community. Prioritizes targets, link individuals to groups, find linkages between criminal networks and establish intelligence requirements to keep investigative units on track with the goals and objectives of executive command staff and the Chief. Tactical Analysis Job Functions Disseminates situational awareness bulletins and post car alerts for patrol officers based on analysis of short-term crime trends. Distinguishes between patterns, series and trends to help guide patrol responses. Develops risk-terrain models, harm models and spatial data models to inform patrol deployments and evaluate patrol deployments. Analyzes police data to identify and forecast patterns, series, and trends in criminal activity. (NOTE:

Each position may not be required to perform all of the essential job functions listed.)Graduation from an accredited college or university with a Master's degree that included one course in quantitative methods and three additional courses in research methods, computer programming, Geographic Information Science, Crime Analysis, Intelligence Analysis, Crime Science, quantitative methods and/or a related field, PLUS two years of prior work experience as a law enforcement analyst or public health analyst. OR Graduation from an accredited college or university with a Bachelor's degree that included one course in quantitative methods and three additional courses in research methods, computer programming, Geographic Information Science, Crime Analysis, Intelligence Analysis, Crime Science, quantitative methods and/or a related field, PLUS five years of prior work experience as a law enforcement analyst or public health analyst. Preferred Qualifications Work related experience with ArcGIS (Spatial Analyst), Microsoft Report Builder, i2 Analyst's Notebook, SQL Queries, Rigel Geographic Profiling, Tactical Crime Analysis, and Criminal Intelligence Analysis. Licenses and Certificates Possession of a valid driver's license equivalent to a non-commercial Class C Maryland driver's license is preferred at the time of appointment. IACA Crime Analyst Certification, IALEA Intelligence Analyst Certification are desirable. Character Requirements All applicants must be of good moral character and emotionally stable, as determined by a comprehensive background investigation and drug test. Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Essential employee status may require employee to work in the office during natural or man-made disasters, critical incidents or incident management activations. Requires ability to identify and distinguish color. Physical and Environmental Conditions This position involves frequent walking, standing, and carrying of equipment. There is some exposure to potentially hazardous conditions such as adverse weather and traffic.
