Engagement Overview JumpStart Inc. seeks a Senior Data Science & Impact Learning Consultant to serve as the lead quantitative and evaluation strategist supporting an entrepreneurial initiative. The Consultant will provide advanced analytical leadership to strengthen impact measurement, longitudinal learning, and data-informed storytelling related to program outcomes and effectiveness. This engagement will focus on designing and executing rigorous analyses, translating findings into actionable insights for internal and external stakeholders, and supporting the continued evolution of data systems and evaluation methodologies aligned with program expectations. The Consultant will collaborate closely with JumpStart Inc.'s National Programs team, Data Team, and external partners to ensure analytic rigor, consistency, and meaningful interpretation of program outcomes. Scope of Services 1. Impact Measurement & Applied Research The Consultant will: Design and execute longitudinal and cohort-based analyses related to scholar and program outcomes Apply advanced statistical and analytical methodologies, including regression analysis, trend analysis, and quasi-experimental approaches where appropriate Develop and refine learning questions in partnership with program leadership Identify patterns, correlations, and outcome drivers to inform strategic decision-making Support development and refinement of impact measurement frameworks and evaluation methodologies Ensure analytic approaches align with philanthropic funder and research credibility standards Provide strategic oversight and guidance on survey design, distribution strategies, and respondent engagement approaches to ensure strong completion rates, representative data, and overall data reliability Establish best practices for survey timing, cadence, and communication approaches, and direct analysis of survey performance (e.g., completion rates, response patterns, and drop-off points) to inform continuous improvement 2. Insight Translation & Strategic Storytelling The Consultant will: Translate complex quantitative findings into clear, executive-level insights and narratives Develop impact summaries, learning briefs, presentation materials, and funder-facing reports Lead the development of evidence-based storytelling for stakeholder communications and strategic discussions Collaborate with internal teams to align data insights with broader program narrative and strategy 3. Project Deliverables & Leadership
- Provide leadership and strategic guidance to the Data Analyst, delivering oversight and subject-matter expertise on analytic methodologies, data interpretation, impact measurement approaches, and the presentation of findings.
Lead day-to-day analysis workflows by applying an agreed-upon methodology (e.g., study design, definitions, analysis plans, and documentation) to ensure consistency, rigor, accuracy, and timeliness. Develop and manage analysis workplans, timelines, and deliverables; set milestones, monitor progress, and communicate status and risks to internal stakeholders Review analytic outputs for quality (e.g., code review, validation checks, and interpretation) and ensure deliverables meet stakeholder needs and funder expectations 4. Analysis Workflow & Technical Leadership The Consultant will: Provide guidance and oversight related to analytic methodologies, study design, data definitions, and documentation practices Develop analysis workplans, timelines, and milestone tracking processes Conduct quality assurance and validation reviews of analytic outputs and reporting deliverables Support consistency, rigor, reproducibility, and transparency across analytical processes Advise on dashboard development and data visualization strategies for stakeholder engagement 5. Data Systems & Governance Support The Consultant will: Advise on Salesforce data integrity and analytical readiness
- Surface and escalate technical issues, data limitations, or system dependencies that may impact Salesforce data quality, partnering with the appropriate technical team for resolution as appropriate Identify opportunities to strengthen data structure, reporting logic, and system design Partner with JumpStart staff to support data cleaning, standardization, and refresh processes Recommend improvements to governance practices and documentation standards • Align deliverables with JumpStart Data Team practices and program expectations Deliverables Deliverables may include, but are not limited to: Longitudinal outcome analyses Cohort performance analyses Learning agendas and evaluation frameworks Executive summary reports and funder briefs Data storytelling presentations Methodology documentation Dashboard recommendations and reporting structures Data quality and governance recommendations Strategic insights and program improvement recommendations Regular progress recaps and status updates summarizing key activities, findings, risks, and next steps • Project reports and phase summaries documenting work completed, outcomes achieved, and recommendations at key milestones Given the evolving nature of the learning and evaluation priorities, the Consultant must demonstrate flexibility, responsiveness, and strategic problem-solving.
The Consultant will be expected to actively participate in ideation sessions, refine analytical approaches as needed, and adapt to evolving requests, priorities, and sub-projects identified by JumpStart Program leadership and other stakeholders. Final deliverables, timelines, and priorities will be mutually agreed upon throughout the engagement period. Consultant Qualifications The ideal Consultant will possess: Master's degree in data science, statistics, quantitative/qualitative research, economics, or a closely related field, PhD preferred Advanced expertise in statistics, data science, economics, impact evaluation, or related disciplines Demonstrated experience conducting applied impact and evaluation research Advanced proficiency in statistical analysis tools such as Python, R, Stata, SPSS, or equivalent platforms Strong experience translating technical findings for non-technical audiences Familiarity with Salesforce and data management practices Experience working with philanthropy, entrepreneurship, workforce development, or mission-driven initiatives preferred Strong written communication, facilitation, and presentation skills Engagement Structure This engagement is structured as an independent contractor relationship.
- The Consultant may work remotely with frequent project virtual meetings and participation in JumpStart Inc.
Program and Data Team and other stakeholder meetings, as needed. Any travel requested by JumpStart Inc. will require prior approval and will be paid for by the program in accordance with JumpStart policies. The Consultant should be available to communicate with the JumpStart Program team during normal business hours, Monday through Friday, 8:30 a.m. - 5:00 p.m. (EST). Consultant should adjust their schedule accordingly to be available if outside of the EST.
