The Clinical Data Specialist supports grant-funded behavioral health and clinical training programs within APU's Community Counseling Center (CCC) by leading the design, implementation, and optimization of data systems, automation workflows, and reporting infrastructure. This role serves as the systems owner for program data architecture, ensuring scalable, secure, and efficient data operations that support clinical service delivery, grant compliance, and continuous quality improvement. The position provides primary systems and data support for the SAMHSA National Child Traumatic Stress Initiative (NCTSI) grant, integrating data collection, automation, analytics, and reporting across clinical and training programs. Working closely with the Executive Director, Associate Director, clinical supervisors, and program staff, this role ensures adherence to HIPAA, FERPA, and institutional data governance standards while advancing technology-enabled solutions that reduce administrative burden and improve program effectiveness. This is a grant funded position and is contingent upon continued grant funding. Required Education Bachelor's degree in data analytics, information systems, public health, psychology, social sciences, computer science, or a related field, or an equivalent combination of education and relevant professional experience. Master's degree in a related field preferred Required Experience 3-5 years of experience in data systems management, automation, or program analytics within healthcare, behavioral health, higher education, nonprofit, or grant-funded environments. Designing and implementing data systems, workflows, or automation solutions Supporting grant-funded programs and funder reporting requirements Working with clinical or sensitive data in regulated environments (HIPAA/FERPA) Developing or managing databases and structured data systems ( Utilizing low-code/no-code or scripting tools (e.g., Google Apps Script, AppSheet, or similar platforms) Primary Duties/Essential Functions Systems Design, Automation & Infrastructure Lead the design, development, and continuous improvement of program data systems, automation workflows, and digital infrastructure supporting clinical and grant-funded programs. Architect and maintain scalable, secure data systems to support client services, training programs, and reporting requirements. Serve as systems owner for program data environments, including schema design, workflow logic, documentation, version control, and long-term scalability planning. Workflow Automation & Process Optimization Design and implement end-to-end automation of clinical intake, referral routing, clinician assignment, reporting, and communications workflows. Develop and maintain automation solutions using tools such as Google Apps Script, AppSheet, and cloud-based platforms to reduce manual processes and improve accuracy. Build dynamic, automated document generation systems (e.g., intake forms, client documentation, standardized reports). Implement validation, deduplication, and pre-submission controls to ensure data integrity and audit readiness. Clinical & Grant Data Systems Management Oversee the collection, management, and governance of client-level and program data in compliance with HIPAA, FERPA, and institutional policies. Design and maintain systems for tracking clinical services, training activities, outreach efforts, and participant outcomes. Ensure alignment of all data systems with external funder requirements, including

standards. Reporting, Analytics & Compliance Develop and maintain dashboards, reports, and data visualizations to support program leadership, grant reporting, and decision-making. Manage and submit required data to funder systems, including SAMHSA's Performance Accountability and Reporting System (SPARS). Support needs assessments, program evaluation, and continuous quality improvement initiatives through data insights and reporting tools. AI-Enabled Data Processing & Innovation Implement and manage AI-enabled and cloud-based data processing tools to extract, structure, and integrate data from external documents (e.g., referrals, forms). Identify opportunities to leverage emerging technologies to improve efficiency, scalability, and data quality across programs. Collaboration, Training & Team Oversight Train and support Front Desk staff on newly implemented data systems, intake workflows, and digital tools to ensure accurate, efficient, and consistent use across client-facing operations. Develop training materials, user guides, and standard operating procedures to support the adoption and sustainability of systems and automation processes. Supervise Data Entry & Management Specialists responsible for supporting data digitization, validation, and system migration efforts. Provide ongoing oversight, quality assurance, and performance feedback to ensure accuracy, completeness, and adherence to data governance and compliance standards. Lead efforts to transition manual and paper-based processes into fully digitized, automated workflows across clinical and program operations.
