Job Description
Roles and Responsibilities Design and define enterprise database architecture, application data models, and supporting systems for IT ecosystem. Lead installation, configuration, patching, and administration of Oracle Databases (19c+), ensuring high availability, performance tuning, and reliability. Architect and support Oracle E-Business Suite (EBS 12.2.4+), including integration, maintenance, and issue resolution with vendor support. Oversee implementation and optimization of Oracle Analytics Server (OAS) for enterprise reporting, performance dashboards, and analytics integration. Design, deploy, and support Oracle APEX (23.x+) applications, including migration efforts (EBS to APEX) and custom application development support. Integrate databases, applications, and cloud environments across JPATS systems, DOJ systems, and external partner systems (BOP, Capture, etc.) using web services and APIs. Establish and enforce standards for database operations, programming, security, and compliance aligned with

governance. Provide technical leadership on system evaluations, architecture decisions, and integration strategies across lifecycle phases. Manage and resolve COTS-related issues, bugs, and enhancement requests, coordinating with Oracle and other vendors. Lead requirements gathering, business process definition, and data architecture planning in coordination with PMO. Support DevSecOps lifecycle, including database support for CI/CD pipelines (Jenkins), deployment workflows, and performance monitoring (Nagios). Participate as primary stakeholder in program-level IT activities, including architecture reviews, stakeholder negotiations, and project governance. Ensure compliance with security, ATO, FISMA, DOJ/USMS standards, and database-level access control and audit logging requirements. Minimum Qualifications Bachelor''s Degree or equivalent experience. Minimum 15 years of specialized subject matter expertise in enterprise database architecture, administration, and integration. Minimum 15 years of experience in installation, configuration, patching, and administration of: Red Hat Linux 8.x or newer Oracle Database 19c or newer Oracle Financials E-Business Suite (EBS) 12.2.4 or newer Oracle Analytics Server (2025 or newer) Minimum 10 years of experience administering: Oracle Application Express (APEX 23.x or newer) Oracle RESTful Data Services (25.x or newer) Nagios Monitoring System (4.x) Jenkins (2.x) Apache Tomcat (9.x) Strong expertise in database performance tuning, availability, and enterprise integration. Proven experience supporting COTS and custom application architectures in secure federal environments. Must comply with

security, NDA, clearance, and training requirements (including ROB and CSAT) throughout contract performance. Experience working with web services, APIs, and enterprise system integrations. Expert Oracle PL/SQL development experience. Experience with Oracle Data Guard. Experience with Oracle RAC. Experience with Linux shell scripting. Experience supporting Oracle EBS to APEX transformation/migration projects. Experience supporting Agile development methodologies, DevSecOps environments, CI/CD processes. Experience working in environments requiring
ATO/FISMA
compliance. Support Development, Test, UAT, Training, and Production environments, including environment synchronization and release promotion activities. Expertise in Oracle BI/analytics ecosystems (OAS, dashboards, reporting integration with
APEX/EBS
). Preferred Qualifications Experience with cloud-based database deployments (e.g., AWS environments) and hybrid architectures. Knowledge of federal financial systems, budgeting processes, and data integration workflows. Experience supporting large-scale, mission-critical systems with high data volume and near real-time reporting requirements. Strong stakeholder management skills and experience interacting with senior government leadership and cross-agency partners.
