Job Description

OCWA - Central New York's Water Authority is currently seeking candidates for a Data Base Administrator to join the Information Technology department. Under the general supervision of the Manager of Technical Support, an employee in this class designs, updates, and maintains controls on the computer center's database, and coordinates the work of the programming and operations staffs in their use of the database in order to enhance the efficiency and security of database use. An employee in this class defines and establishes controls on the use of the database structures within the computer center. Technical supervision is exercised over programmers and operations staff on various assigned projects. Does related work as required. Position is Monday - Friday 8:00 am - 4:30 pm Typical Work Activities Develops and documents standards for the use, control, updating and maintenance of databases. Creates and updates the data dictionary or code book (the elements of information or data contained in the system). Works with IT department on procedures related to the use of new or existing data files. Establishes and updates the database used for testing of programs and production of data output. Develops security and control procedures for the databases including recovery from breakdown and backup procedures. Analyzes the performance of the database with the needs of the computer center operation in order to reorganize the databases where necessary. Provides costs estimates of materials, computer and personnel time for present and proposed data base activities. Full Performance Knowledge, Skills, Abilities and Personal Characteristics Thorough knowledge of electronic data processing systems, principles and methods of application. Thorough knowledge of governmental application areas, such as payroll, finance, appropriation accounting, and statistical reporting. Thorough knowledge of file structure, design, access methods and control and information retrieval techniques. Thorough knowledge of the design, programming and maintenance of computer software (programs, systems, etc.), and the establishment of software standards. Thorough knowledge as a database administrator using SQL Server , Oracle, and/or PostgreSQL. Ability to learn, develop, and adapt to new programming languages, operating systems, and theories of operation. Ability to establish cooperative working relationships with computer center staff. Desire to expand role to assist with the analysis of data from multiple data sources.
Minimum Qualifications Promotion:
Three (3) years of permanent competitive class status in the title of Programmer Analyst or Systems Programmer.
Open-Competitive:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate Degree in computer science and two (2) years of work experience, or its part time equivalent, in database administration, systems analysis or programming; or, B. Six (6) years of work experience, or its part time equivalent, in database administration, systems analysis or programming; or, C. An equivalent combination of training and experience as defined by the limits of (A) and (B). The Onondaga County Water Authority is a civil service agency under the jurisdiction of the Onondaga County Department of Personnel. Hiring is in accordance with Onondaga County and New York State civil service regulations. Many of the positions at OCWA are "competitive," which means that the applicant must have successfully completed a competitive examination given by the Onondaga County Department of Personnel and appear on an eligibility list derived from the examination.
