JOB PURPOSE:
Plan, organize, and direct the development, changes and maintenance of the City's computer systems, involving both the personal computer network and individual personal computers, and the related software for both City and departmental use. Perform a variety of related professional and technical duties, and provide staff assistance to the City Manager and Assistant City Manager. This position is responsible for overseeing the City's computer network, as well as the City's individual computers. It is principally involved with the responsibility for the computerization of the information systems, as well as the computerization of the operational needs of the other City departments, including overseeing the maintenance of the City's website.ESSENTIAL DUTIES AND RESPONSIBILITIES

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.- Advise the Assistant City Manager and City Manager of the technical requirements and equipment needed to fulfill the City's goals and objectives in the application of computer technology to City infrastructure and services.
- Plan, develop and implement a City' management information network.
- Research needed equipment, software, required utilities/services, and costs to fulfill the City's goals and objectives.
- Prepare comprehensive reports and plans for implementation.
- Fully implement use of currently available City hardware and software resources in the development of computer based programs.
- Assist the City's personnel office with computer and software related problems and issues. Assist individual departments in the development, design and updating of data base programs, in addition to the maintenance of a variety of City databases.
- Assist department managers and staff in developing operational systems that are compatible with the larger City network or are stand-alone systems.
- Actively engage department heads in offering assistance in development of systems.
- Repair and upgrade all the City's computers.
- Respond to problem calls that may entail a variety of outcomes ranging from brief instructions to the user to the repair or replacement of hardware due to failure.
- Arrange for outsourcing computer and software repairs and maintenance that cannot be effectively or efficiently handled from City technical or professional resources.
- Research new equipment, software, networking methods, to assure that the City has the information necessary to make informed judgments on the purchase or acquisition of computer equipment, software, and related materials to maintain technical viability in the expanding state- wide computer environment. Assist in the planning for data imaging, data storage, and archiving of City records.
- Develop, design, update, and maintain the multi-page City Web-site, with links to addition sites of interest to the general public.
- Exchange information with other agencies concerning the development of common computer procedures and practices.
- Maintain active contacts with computer professionals and technicians to facilitate the sharing of technical and developmental information.
- Maintain an active awareness of technical developments in the field and keep the Assistant City Manager informed of application opportunities.
- Contact vendors of various computer products, technologies, and software to expedite repair, upgrades, and replacements to keep apprised of technical issues and assure product compatibility with City equipment and compliance with City requirements.
- Oversee the installation and maintenance of all communication technologies and methodologies undertaken by the City.
- Assist City staff in research and analysis for special projects.
- Attend City Council meetings and represent the City at other meetings and conferences.
- Perform related duties as assigned.
MINIMUM QUALIFICATIONS
The requirements listed below are representative of the knowledge, skills and abilities required to satisfactorily perform the essential duties and responsibilities.Knowledge of:
- Computer programming, HTML development, data base management, network function and structure, computer development in both hardware and software.
- Computer operating systems: Windows including '98, 2000, NT, XP, VISTA through current (e.
LINUX, CITRIX
) and the related applications: Adobe, MS Word, MS Excel, MS Access, MS Outlook, and MS Publisher - current versions.- Principals and practices of computer systems management and operations, including related systems analysis, design, programming, and data processing methods.
- Principles and techniques of programming, data processing, and program documentation, and technical writing.
- Organization and management practices as applied to the analysis and evaluation of operational needs.
- Correct use of oral and written English, and proper spelling, punctuation, and composition.
- General computer and data-base management, terminology, practices, and procedures.
Skilled in:
- Computer repair, maintenance, and troubleshooting, and use of related diagnostic tools and equipment. Evaluating and developing improvements in operations, procedures, and methods.
- Reading, and applying written procedures and policies.
- Organizing and maintaining accurate records and files documenting computer and software installations and changes.
- Organizing and prioritizing assigned work.
- Compiling and preparing clear and concise reports.
- Establishing and maintaining effective working relationships with those contacted in the course of work.
- Communicating tactfully and effectively with employees.
- Establishing and maintaining close working relationships with computer professionals and technicians in other public jurisdictions.
- Using initiative and making sound and independent judgments within established parameters, guidelines and oral as well as written instructions.
Ability to:
- Troubleshoot errors, whether hardware or software-related.
- Program computers.
- Apply principles, practices, and techniques of computer database management.
- Analyze, design, program, and install and maintain highly technical and complex programs using a variety of programming languages.
- Develop user-based dedicated computer systems and personal computer networks.
- Prepare clear and concise reports, correspondence, and other written materials.
- Read, understand, and apply established City policies, procedures, practices, and regulations.
- Follow oral and written instructions.
- Maintain confidentiality.
- Establish and maintain accurate records.
- Make rapid and sound independent judgments.
- Train individual computer users in the proper use and application of information and operational systems.
EXPERIENCE
Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:- Associates Degree or two (2) full academic years of attendance at an accredited college or university with a major in computer science, computer programming, business administration, or related fields, required.
- Bachelors Degree from an accredited college or university with a major in the indicated fields is preferred, and may be substituted for one (1) year of experience.
- Three (3) years of increasingly responsible experience in a computer related field, with work in database management, web-site construction, network development and implementation, and programming.
- One (1) to two (2) years hands on experience in working with and troubleshooting computer hardware and software.
- NT, Novell, CISCO or other industry certifications are highly desirable
- Possess an appropriate California Driver License with a driving record acceptable to the City.
- The employee must be willing to be available for and respond to recall.
