N/A Position Overview The mission of the Office of Data and Technology is to support schools and the district as a whole to use technology and data effectively to accelerate student achievement. The Office includes the following teams: The Information Technology team provides DCPS students and staff in every school with the infrastructure, systems, and support to use technology effectively to accelerate student achievement. The Data team ensures stakeholders at all levels of the organization have access to accurate, timely, and relevant data, conducting analysis and research, and building school-based capacity to use data tools to inform planning and decision-making. The Enterprise Application team leads the district's efforts to ensure all DCPS students and staff, in every school, have application technology and systems needed to be successful. The Coordinator, Data Analytics & Research is responsible for data analytics to support program evaluation, planning, and accountability reporting. Specifically, the incumbent analyzes and develops reports on school accountability outcomes. In addition, the Coordinator supports the design of research and evaluation projects aligned to DCPS's strategic initiatives. The Coordinator will work across the agency to define analytic priorities, analyze large student-level datasets, employ analytic methods, and ensure complex analyses are communicated clearly to key decision-makers. This position has been designated as Protection Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests: Criminal background check; Sex Offender Registry check; Pre-employment drug and alcohol test; Traffic record check (as applicable); Reasonable suspicion drug and alcohol test; and Post-accident or incident drug and alcohol test. The Coordinator, Data Analytics & Research will report to the Manager, Data Analytics & Research. Essential Duties and Responsibilities The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned. Coordinates the districtwide administration of the Panorama Survey, which is DCPS' key measurement tool of student social-emotional learning (SEL) competencies reflected in our 2023-2028 Capital Commitment Strategic Plan. The yearly administration encompasses five surveys administered in all DCPS schools: student survey; family survey; teacher/school staff survey; school leader survey; and central services survey. The incumbent will:
Develop detailed project plans coordinating with key stakeholders across various DCPS Central teams (e.g., Social Emotional Academic Development (SEAD); Multi-Tier Systems of Support (MTSS) team; Family Engagement team; Communications team); Define administration protocols for each survey; Creates and administers trainings for survey liaisons at each school; Collaborates with the Panorama Survey vendor to outline key project deliverables and milestones; Prepare survey reports for various stakeholder groups, including but not limited to DCPS senior leadership, superintendents, and cluster support teams; and works closely with the Communications team to craft the messaging of survey results to the public; and Advise Central teams on best practices for survey design and survey administration protocols; and supports survey development and set up as well as related reporting of survey results. Supports the external research request process; reviews research proposals; facilitates the data-sharing process; liaises with researchers; and fulfills data requests related to the approved research. Supports the analysis and reporting on student achievement data, including summative assessments, graduation rates, and other accountability outcomes to a variety of audiences, including district leaders, school leaders, and other staff; supports quality assurance efforts for the calculation of official accountability results for all schools; and produces analyses of the data to support DCPS needs, often under tight deadlines. Conducts high-priority research and evaluation projects for DCPS; and works directly with DCPS program managers, academic leaders, and management teams to identify research and evaluation needs and priorities. Locates, transforms, and combines available source data for key analyses, evaluating its fitness of use for various analytic purposes; and troubleshoots anomalies in data, identifying methodological complications for analysis and provides recommendations for resolution. Translates complex analyses into a format that a broader audience can understand and act upon; and develops presentations to senior leaders that summarize key points of analysis and distill lessons that will accelerate the learning curve of DCPS senior leadership. Creates detailed timelines for each initiative; assesses and tracks project progress regularly using various computer programs and tools; and drives project completion holding others accountable for responsibilities and deadlines. Anticipates, identifies, and resolves complex obstacles to success of overall program as well as specific projects. Builds relationships and liaises with various internal departments to drive collaboration and project success; and interacts with and responds effectively to urgent requests from multiple internal and external DCPS stakeholders. Qualifications Bachelor's degree and two to four years of related work experience. Master's degree preferred. Previous exposure to or experience in the education sector a plus. Excellent quantitative skills, including the ability to examine available data, apply decision rules and analytical methods, produce descriptive and inferential statistics, and prepare meaningful reports based on analyses that enable programmatic next steps and actions. Demonstrated experience in designing and executing quantitative impact evaluations of social or educational programs. Obsessive attention to detail and accuracy of information, including the ability to organize large amounts of data and track multiple projects simultaneously, setting priorities for analysis and use in consultation with numerous stakeholders. Demonstrated experience in using data analysis to inform strategic planning and decision-making. Advanced fluency in a statistical software package (preferrably Stata); advanced Microsoft skills (such as the ability to create pivot tables and execute vlook-up); experience with MS Power BI or other business intelligence data visualization tools (such as Tableau or QlikSense) a plus. Demonstrated experience with data processing using at least one programming language such as Stata, Python, R; and experience working with relational databases and SQL preferred. Excellent interpersonal and written communication skills, including a demonstrated ability to communicate complex information to a variety of audiences clearly. DCPS Values STUDENTS FIRST
