Job Description

The Technical Integration & Data Management Subject Matter Expert (SME) ensures the seamless integration of all Special Operations Command, Pacific (SOCPAC) staff and subordinate element inputs across command enterprise systems. As SOCPAC modernizes its digital infrastructure and transitions Operations, Activities, and Investments (OAI) management from the Joint Staff mandated C2IE system to MAVEN Smart Systems (MSS), this role requires a robust foundation in system-agnostic Data Management (DM) and Knowledge Management (KM). The SME acts as the central authority for command data visualization and synchronization. This position is responsible for leading SOCPAC staff and subordinate units through the entire OAI lifecycle—spanning planning, preparation, execution, and assessment—while organizing and driving the SOCPAC Tech Integration Working Group to align technological initiatives across the command. This position requires a DoD Top Secret/SCI which requires US citizenship for work on DoD contracts.
Essential Duties & Responsibilities OAI Lifecycle Leadership:
Guide and lead SOCPAC directorates and subordinate units through the comprehensive OAI lifecycle, ensuring accurate tracking and synchronization from initial planning and preparation through execution and final assessment.
System Migration & Interoperability:
Oversee the transition of OAI data and workflows from C2IE into MAVEN Smart Systems (MSS), applying core data and knowledge management principles to ensure data integrity during and after the migration.
Working Group Management:
Organize, manage, and facilitate the SOCPAC Tech Integration Working Group, acting as the primary node for synchronizing technology inputs and requirements across the staff.
Business Rule Maintenance:
Establish, enforce, and maintain overarching DM/KM business rules across the command to ensure standardized data input, regardless of the underlying software system (C2IE, MSS, etc.).
Data Quality & Visualization:
Continuously scrub and validate data entries for accuracy; develop and implement dynamic data visualization schemes based on existing data to drive command decision-making and situational awareness.
Training & Instruction:
Provide comprehensive instruction to staff on enterprise systems (C2IE, MSS) and overarching data management best practices.
Liaison & Coordination:
Serve as the primary point of contact with the
USINDOPACOM
system representatives for program upgrades, feature requests, and issue resolution.
Surge Support:
Provide operational and technical surge support to the Combined Special Operations Campaign Conference (CSOCC) as required by SOJ3 leadership.
Required Skills & Experience Clearance:
DoD TS/SCI security clearance.
Core Competencies:
Solid, system-agnostic background in Knowledge Management (KM) and Data Management (DM) principles.
Leadership:
Demonstrated capability to lead cross-functional staff working groups and guide subordinate units through complex planning/execution lifecycles.
Technical Proficiency:
Strong proficiency in Microsoft Office Suite applications. Familiarity with Joint Staff enterprise data systems (C2IE) and modern AI/data platforms (MAVEN Smart Systems / MSS) is highly preferred. Desired Skills & Experience SOF and Joint background/experience
