ABOUT THIS ENGAGEMENT
Crown Government Services LLC (CGS) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuing a records and information governance consulting contract with the City of Raleigh's Planning and Development Department. We are seeking a senior Knowledge Management and Information Governance Program Manager to serve as our lead Subject Matter Expert and engagement manager for this effort. This is a senior/principal-level role for a practitioner who can lead end-to-end, from strategic assessment and governance framework development through hands-on M365 configuration, digitization planning, curriculum development, and multi-workgroup pilot implementation. The ideal candidate is both a strategic thinker and a capable practitioner who can operate independently at the client site and deliver measurable outcomes across a complex, multi-system environment.SCOPE OF WORK
The engagement covers five functional areas in support of three formal deliverables: Information Governance Strategy Development ◦ Lead stakeholder discovery: conduct interviews, workshops, and current-state assessment across the department ◦ Define governance framework: repository roles, retention approach, data classification, access controls, and lifecycle policy ◦ Produce a comprehensive, software-agnostic information governance strategy and roadmap Microsoft 365 Repository and Technology Alignment ◦ Evaluate the full M365 environment: SharePoint, Teams, OneDrive, EP&L, and network drives ◦ Design governance-aligned M365 configuration: retention labels, sensitivity labels, permission models, folder/library structures, and provisioning workflows ◦ Identify systems requiring cleanup, remediation, or migration; recommend consolidation approach Physical Records Assessment and Digitization Planning (if applicable) ◦ Inventory physical records holdings and assess digitization requirements ◦ Develop digitization workflow recommendations and prioritization framework ◦ Coordinate with City IT or third-party scanning vendors as needed Training Curriculum Development and Delivery ◦ Design and produce structured training curriculum: user guides, SOPs, quick reference cards, and job aids ◦ Deliver live training and knowledge transfer sessions with department staff across multiple workgroups ◦ Ensure training materials are accessible, role-specific, and sustainable for ongoing staff use Pilot Implementation and Rollout Planning ◦ Stand up governed M365 workspaces with selected pilot workgroups ◦ Manage pilot execution, capture lessons learned, and refine the governance model based on results ◦ Deliver a documented implementation roadmap for department-wide rolloutREQUIRED QUALIFICATIONS
7+ years of progressive experience in Knowledge Management, Records and Information Management, or Information Governance, with demonstrated leadership on multi-deliverable engagements Hands-on Microsoft 365 governance experience across the full suite: SharePoint, Teams, OneDrive, and M365 Purview/Compliance Center, including retention labels, sensitivity labels, permission architecture, and DLP policies Experience developing and delivering training curriculum and instructional materials for non-technical end users Demonstrated ability to lead stakeholder discovery, facilitated workshops, and cross-functional working sessions Experience managing multi-workgroup or multi-site implementations of information governance or records management programs Strong written and verbal communication skills, able to produce executive-level strategy documents and practitioner-level user guides equally well Raleigh, NC area required, significant on-site presence expected throughout the engagement Ability to operate independently as the prime subcontractor SME within a small firm structurePREFERRED QUALIFICATIONS
Certified Records Manager (CRM), Information Governance Professional (IGP), Certified Information Professional (CIP), or equivalent credential Experience with physical records inventory, digitization planning, or scanning program management Familiarity with Tyler Technologies EP&L or comparable municipal permitting and licensing systems Experience with state or local government records compliance, public records law (NC G.S. Chapter 132 familiarity a plus) Instructional design background or experience developing government-facing training programs Change management certification or demonstrated experience leading technology adoption initiativesPay:
