Job Description
The County of Riverside's Flood Control and Water Conservation District is seeking a GIS Analyst for the Watershed Analytics Division for the Riverside location . The GIS Analyst will perform professional duties in the development, implementation, operation, and maintenance of the District's Geographic Information System (GIS). Responsibilities include designing, creating, storing, and analyzing spatially referenced data; producing GIS products for internal departments, outside agencies, and the public; and supporting multiple Divisions within Flood Control. The incumbent will also lead projects to automate GIS processes, develop workflows for updating GIS data, and create web-based GIS applications.
Desired Qualifications:
Professional-level GIS experience Experience using ESRI software, including ArcGIS Pro, ArcGIS Server, and ArcGIS Enterprise with SDE database connections Demonstrated skill in geodatabase administration and SQL Experience creating web-based GIS applications Experience manipulating, extracting, converting, and analyzing geographic data Proficiency with editing and geoprocessing tools Familiarity with digital aerial photography, orthophotography, and satellite imagery Knowledge of surveying principles, civil engineering design concepts, and terminology Understanding of cadastral systems and land-based data applications Relevant education in GIS, geography, environmental science, engineering, or related fields A GIS license or GISP certificationSchedule:
This position is a day shift, Monday through Friday, on-site role. A flexible schedule (4/10 or 9/80) may be available based on business needs. Meet the Team! - Perform quality control processes on GIS and attribute information.
- Consult with end users, clients, and customers to determine GIS and system information needs.
- Work with customers at all organizational levels in project development; develop project work plans/schedules and monitor project resources, including staff time, vendor work, and budget targets.
- Prepare technical documentation, including data specifications, user requirements, and procedures.
- Create cartographic and other products using GIS software, relational and object databases, utilizing plotters, printers, digitizers, scanners, and internet applications.
- Provide public information and assistance to a variety of internal and external customers of GIS products and services.
- Maintain, update, and develop information attributes and spatial layers.

Education:
None required.Experience:
Four years of sub-professional or professional GIS experience. (Completion of GIS, automated mapping, land surveying, geography, cartography, or computer science related coursework from an accredited college or university may substitute for up to two years of the required experience on the basis of 30 semester or 45 quarter units equaling one year of experience.)OPTION II

Graduation from an accredited college or university with a Bachelor's degree, preferably with a major in computer science, geography, cartography, or a closely related field to the assignment.Experience:

Knowledge of:
Geography, geographic information systems, mathematics, including the principles of algebra, geometry, trigonometry, and statistics as applied to GIS related work; automated drafting techniques; map design and cartography; survey principles and methods.Ability to:
Apply techniques and practices involved to complete assigned GIS work and projects; perform mathematical computations; tabulate and analyze data and prepare reports and maps; read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; keep clear and accurate notes; do simple drafting; understand and follow oral and written directions; work cooperatively with others.
