GENERAL DESCRIPTION
Develops, maintains, and administers the City's Geographic Information System (GIS) mapping databases and provides technical support in the field and office related to the investigation, design, construction, inspection, and maintenance of public service projects under the direct supervision of the Development Services Manager or designee.
ESSENTIAL JOB FUNCTIONS
  • Develops, updates and improves GIS layers; edits features and attributes in Geographic Information System (GIS) data using City asset management software, ArcGIS Pro, AutoCAD, and related software.
  • Coordinates with field crews, clerical staff, technicians, engineers, developers, and other stakeholders to support GIS and public works projects.
  • Investigates technical issues, assists with problem solving, and performs spatial analysis as needed.
  • Supervises, assists with, and performs the locating of underground utilities.
  • Performs asset management database maintenance, data gathering and processing, and planning for capital improvement projects.
  • Integrates and maintains interactive GIS applications, GIS layers and City databases.
  • Collects GIS data using GNSS surveying technology.
  • Performs QA/QC for GIS data collected.
  • Performs GIS hardware installations, software installations, mapping, database development, computer programming, GIS specific computer troubleshooting.
  • Searches for and interprets legal descriptions for land parcels needed for easements and rights-of-way.
  • Prepares and implements Standard Operating Procedures (SOPs) for receiving as-built utility data from developers and engineers of record for new development and integrating that information into the City's GIS.
  • Enters requisitions and purchase orders as required.
  • Prepares memoranda for City Council meetings and other functions as required.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS
KNOWLEDGE, ABILITIES
AND SKILLS
  • Knowledge of GIS database management, including data gathering, acquisition, interpretation, quality control, and conversion to mapping systems.
  • Proficiency in ArcGIS Pro, ArcGIS Online, Dashboards, StoryMaps and Experience Builder is required.
  • Skill in working independently and executing projects with minimal direction.
  • Experience working with satellite and drone imagery, parcel datasets, environmental datasets, and legal descriptions.
  • Ability to interpret and apply basic trigonometry; engineering design terminology, methods, practices, and techniques; computer-aided design and drafting principles; public works construction methods and materials; and surveying practices and techniques, including the use and adjustment of modern surveying equipment.
  • Ability to communicate both orally and in writing and establish and maintain effective working relationships across departments.
  • Knowledge of AutoCAD and other engineering or mapping software is preferred.
  • Knowledge of python scripting to automate data manipulation tasks is a plus.
EDUCATION AND EXPERIENCE
Bachelor's degree with major coursework in planning, computer science, geography/GIS, engineering, environmental science or a related field. Two years of progressively responsible experience related to database design, GIS analysis, automation, or GIS functions. Demonstrated proficiency with ArcGIS Pro is required. Experience with surveying/GNSS systems, AutoCAD, database management, public infrastructure design, drone mapping, and construction is preferred. (A comparable amount of training, education, or experience can be substituted for the minimum qualifications.)
LICENSES, CERTIFICATIONS, OR REGISTRATIONS
Possession and maintenance of a valid Florida Driver License. GISP (Certified GIS Professional) certification preferred. FAA Part 107 Remote Pilot Certificate preferred.
