Summary:
Information Technology Services (ITS) is a team of dedicated professionals providing core technology and cybersecurity services to agencies statewide, enabling state employees to better serve Idaho's citizens. We sincerely hope you will consider being a part of our success. ITS currently has openings for two Geographic Information System (GIS) Analyst III positions at our Chinden office in Boise, Idaho. These positions report to Idaho's Geographic Information Officer (GIO) and support initiatives that advance the vision of enhancing GIS services statewide, improving data quality and sharing, and promoting practical data and GIS solutions for more than 30 state agencies. The selected individuals must be able to plan, design, conduct, and oversee Geographic Information System (GIS) development and analysis projects; serve as technical lead and/or subject matter expert in GIS technology and applications; and perform related work.

The successful candidates will be required to pass multiple, comprehensive fingerprint-based background checks specific to the agencies ITS supports. This position is not eligible for Optional Practical Training (OTP). The State of Idaho does not sponsor visas.
Example of Duties:
Administers GIS cloud and enterprise platforms including software license provisioning and user account maintenance. Leads the planning, analysis, and management of GIS projects to ensure business outcomes are met. Coordinates with external partners to define data management needs, including metadata, define system requirements, and develop workflows to meet needs. Collaborates with stakeholders and IT teams to integrate GIS services with internal and external systems. Manages the technical design and development aspects of the organization's GIS to ensure the maintenance of programs that satisfy business needs. Develops scripts to automate and streamline data transfer, geoprocessing, and cloud service publication workflows. Creates and maintains GIS services, web applications, dashboards, surveys, and mobile data collection applications. Drives the development and maintenance of quality control programs for GIS. Mentors junior analysts and trains users on GIS applications. Develops and delivers GIS training, technical support, and documentation to stakeholders.
Minimum Qualifications:
Considerable knowledge of: GIS, including analysis, data capture and data conversion. Typically gained through successful completion of at least twelve upper division college credits relating to GIS technology such as computer science or geography OR at least three years of professional work experience applying GIS technology on a regular basis. Cartographic principles. Typically gained through successful completion of twelve college credits of cartography coursework; OR by three or more years of professional experience applying cartographic principles through processing geographic data and producing maps.
Good knowledge of:
GIS programming languages commonly used in the development of GIS programs. Typically gained by successful completion of eight college level credits in a GIS related field such as computer science or geography and at least two years of professional work experience applying programing languages commonly used in the development of GIS programs; OR at least three years of professional work experience applying programing languages commonly used in the development of GIS programs. Database management. Typically gained through successful completion of at least six college level credits related to data base management, and at least two years of work experience with database management systems such as Spatial Database Engine (SDE), Enterprise Geodatabase,, SQL, File Geodatabase, etc. Web APIs. Typically gained through successful completion of at least six college level credits directly related to web API's (like REST services), OR at least two years of related work experience.
Experience:
Planning, designing, and implementing GIS projects and preparing reports of findings. Typically met by at least three years of professional work experience designing and implementing GIS projects and preparing reports of findings. Operating, applying, and programming GIS software products in a work environment. Typically gained by at least three years of professional work experience operating, applying, and programing GIS software products in a work environment.
Preferred Qualifications:
3 or more years of professional GIS experience including data development, geoprocessing, and cartographic product development. Experience administering products, user accounts, and licensing within an Esri enterprise environment. Proficiency in the Esri product environment including ArcGIS Pro, ArcGIS Online, and ArcGIS Server Manager. Experience developing web-based GIS applications such as maps, dashboards, and surveys in an Esri environment using Experience Builder, ArcGIS Dashboards, Survey123, StoryMaps, and FieldMaps, Proficiency with GIS automation using Python and ArcGIS Notebooks. Experience managing ArcGIS Enterprise, ArcGIS Online, and ArcGIS Hub platforms and applications (i.e. Web maps, Survey123, Dashboards, etc.). GISP designation.
