Job Description

YOU MUST BE A CURRENT METRO TECHNOLOGY SERVICES EMPLOYEE TO BE CONSIDERED FOR THIS POSITION
Summary Objective The purpose of this position is to lead and direct a city-wide enterprise data and geospatial information program through subordinate staff, overseeing technical, professional, and analytical teams responsible for data governance, GIS, analytics, data architecture, data quality, and enterprise data management. This role establishes and drives the strategic vision, policies, and practices for data and geospatial management across Louisville Metro Government, ensuring alignment with business goals, legal and compliance standards, and enterprise technology strategies. The Chief Data and GIS Officer serves as the principal data executive for Louisville Metro Government, championing data-driven decision-making, transparency, and the ethical use of data and emerging technologies to improve city operations and public services. This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. Defines and executes the city-wide data and GIS strategy. Leads cross-departmental efforts to enhance data accessibility, quality, integration, and analytics capabilities. Partners with the Chief Information Officer and department directors to ensure data strategy supports city priorities, performance management, and digital transformation. Plans, organizes, and evaluates the work of data analysts, GIS specialists, architects, and data stewards supporting enterprise initiatives. Oversees program performance, workforce planning, and resource allocation for the Data and GIS functions of Metro Technology Services. Develops and enforces data governance frameworks, policies, and standards for data stewardship, metadata management, lineage, privacy, and classification across all Metro agencies. Chairs or co-chairs the Data Governance Committee and ensures consistent and scalable governance practices. Directs enterprise GIS strategy and operations, ensuring spatial data supports city planning, infrastructure management, emergency response, and public transparency initiatives. Advances integration between GIS and enterprise data systems to enable spatial analytics and real-time insights. Advises executive leadership on enterprise data strategy, open data policy, and innovation opportunities. Leads the development of long-range data and analytics plans that align with Metro's strategic goals, compliance obligations, and statewide initiatives. Promotes advanced analytics, predictive modeling, and AI readiness across departments. Guides the ethical and responsible application of emerging data technologies. Identifies opportunities to leverage data for operational efficiency and equitable outcomes. Serves as Metro's senior advisor on data and GIS strategy to department heads and policymakers. Builds partnerships with regional, state, and federal data organizations, research institutions, and the private sector to enhance Louisville's data ecosystem. Oversees Metro's open data platform and data-sharing initiatives, ensuring compliance with transparency and privacy regulations while promoting community engagement and public trust through accessible, high-quality data. Oversees budget planning, procurement, and investment strategies for enterprise data and GIS technologies, ensuring fiscal responsibility and strategic alignment with Metro goals. Performs related work as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Bachelor's Degree in Computer Science, Information Systems, Geography, Data Science, Statistics, Public Administration, or related field. Seven (7) years of progressive experience in enterprise data management, GIS operations, analytics, or information systems, including three (3) or more years of supervisory experience, or an equivalent combination of education, training, and experience.
OTHER MINIMUM REQUIREMENTS
Must provide one's own source of transportation. Must possess and maintain a valid state driver's license with an acceptable driving history. Must submit to fingerprinting for criminal history check. Must complete annual security awareness training.
PHYSICAL DEMANDS
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
