Job Description
Minimum Training and Experience Required:
Associate's degree or equivalent from an accredited two-year college or technical school with a focus on GIS technology and management principles, and two years of progressively responsible related experience, which includes experience managing and developing GIS projects and applications or any combination of education, training and experience which provides the required knowledge, skills and abilities required for the job.General Expectations:
The Coordinator coordinates, develops, implements, operates, and maintains the County's GIS. Act as the County's representative to external agencies regarding GIS; consults with department heads and designated staff from all County departments regarding department GIS needs and requirements. Ensure development and maintenance of the County base map and associated layers, and establishes data bases associating attribute data to GIS layers. Develop policies, procedures and standards relating to GIS system maintenance, operations and services. Acts as project manager for GIS projects involving data base or layer development. Provide assistance and training in proper use of GIS data and systems; evaluates hardware and software for GIS systems; performs research and analysis; supports special projects. Monitor GIS system utilization and recommend appropriate revisions to processes and procedures, and participate in the development of the section budget. General IT work as time and skills allow, as directed by the IT Director.Specific duties and responsibilities:
Full cadastral maintenance, including interpreting legal descriptions, plats, surveys; coordinate with other land records offices to ensure tax system alignment Maintain official road network; integrate MnDOT, municipal and Highway Department updates; ensure NG911 compliance Coordinate rural addressing, per ordinance #73; assign new addresses; maintain address points; coordinate with emergency services Maintain NG911 datasets; validate against MNGeo standards; submit to DPS-ECN; resolve errors; support statewide aggregation Python scripting and ModelBuilder workflows, schema-safe ETL between CAMA/Tax systems and GIS; automate QA/QC; maintain scheduled tasks Full ArcGIS Online administration, including user management, permissions, content lifecycle, dashboards, web apps and mobile workflows Web AppBuilder and Experience Builder development Creating and maintainingFGDC/ISO
metadata; ensure compliance with state standards; publishing to MN Geospatial Commons Emergency Management GIS support; incident mapping; situational awareness dashboards, EOC support during activations, flood/storm response mapping Manage Beacon data feeds; publish to MN Geospatial Commons; respond to public data requests; ensure Data Practices Act compliance Design GIS workflows for Assess, Recorder, Zoning, Highway, Sheriff, and Emergency Management offices; provide technical guidance; support grant applications Manage ESRI licensing, AGOL roles, server and storage needs; coordinate with IT Department for infrastructure, security and updates Create GIS governance standards, naming conventions, update cycles, data retention rules and schema compliance frameworks Manage public-facing GIS portals Formal QA/QC processes for parcels, addressing, NG911, ETL and schemas End user support for all GIS systems General IT work Perform other work as required.GIS COORDINATOR
