Job Description
The St. Louis County Office of the Assessor is seeking a Geographic Information Systems (GIS) Manager to e stablish standards and manage the performance and ongoing effectiveness of the County's Enterprise GIS. The typical starting salary range will be $81,848 - $98,217 annually depending on the candidate's qualifications and experience as well as budgetary considerations. Essential Function Examples Analyze project needs and participate in meetings with Department management to fully understand the technical challenges, and opportunities for enhancement. Ensure the stability and availability of GIS resources by working closely with vendors and County IT staff who manage enterprise GIS resources, servers, and network. Collaborate with IT and other departments to integrate GIS with enterprise systems and emerging technologies. Coordinate GIS-related projects from concept to completion, including timelines, budgets, and resource allocation. Analyze Assessor's Office needs to understand licensing and application needs. Ensure accuracy, integrity, and security of spatial and attribute data through regular audits and updates. Lead, mentor, and evaluate GIS analysts, technicians, and support staff to ensure high performance and professional growth. Recruit, hire, and provide performance reviews and disciplinary action for GIS staff. Research and recommend new GIS tools, software, and methodologies to improve efficiency and capabilities. Develop and deliver GIS training programs for staff and end-users. Marginal Function Examples Other related duties as assigned. Equivalent to a Bachelor's degree in Geography, Computer Science, Urban Planning or related area and ten years of related experience.
SELECTION AND APPOINTMENT
A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire. The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision. All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.HOW TO APPLY
