Job Description

POSITION SUMMARY
Independently performs administrative and complex technical work compiling and maintaining data for the County's GIS system using highly technical ESRI ArcGIS software. Work includes mapping, geo-referencing, developing new map products, gathering and entering data from deeds, plats, field data and numerous other sources, which requires an expert understanding of multiple data rules and databases and proprietary software systems. Work also includes advanced mapping functions, troubleshooting and providing training and technical assistance with difficult problems.

$49,177.00 ESSENTIAL
FUNCTIONS OF THE POSITION
Gathers, prioritizes, geo-references, codes, and enters data into the GIS system; updates all layers of data including but not limited to fire districts, EMS districts, public safety areas, zoning, annexations, road centerlines, parcel lines, townships, Board of Elections data, Board of Education data and County line resurveys. Amends data to reconcile with surveys and deed descriptions, adding road right-of-ways, dimensions of parcels, easements, centroid, and polygon codes, etc.; creates and updates road centerlines and physical address points for use by Emergency Management, other County offices, and the public. Designs, creates and provides custom reports and maps. Researches deeds, estate records, tax records, surveys, etc. to verify property listings; contacts property owners to verify or obtain information concerning property listings. Maintains correct ownership information, as well as update and setup new listings in the Tax/CAMA database based on newly recorded documents; links ownership to GIS database. Instructs and assists general public and other departments with use of GIS website and Tax/CAMA software. Serves as a County Review Officer Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK
Associate's degree in paralegal technology, GIS, computer science, or a related field Two (2) years of work experience involving ESRI ArcGIS desktop applications and using tax listing/assessing software; Or equivalent education and/or experience; Possession of a valid North Carolina driver's license; Possession of Certification as a "Certified Mapper" by the North Carolina Property Mappers Association within 1 year Completion of North Carolina Fundamentals of Property Tax Listing and Assessing; within 2 years Possession of Certification as a " State Certified Mapper" by the North Carolina Secretary of State's Office; within 2 years. ABILITIES
Knowledge of real estate laws, deed interpretation, and title searches. Knowledge of ESRI software products. Knowledge of state mapping guidelines. Knowledge of spatial data and databases. Knowledge of GPS equipment, and applications relating to GIS. Skilled in using computers and software. Skill in communicating, both verbally and in writing. Ability to pay attention to detail. Ability to read, compare, and interpret property maps, surveys, aerial photographs, and records accurately. Ability to deal tactfully and courteously with the public while handling requests. Ability to establish and maintain effective working relationships with peers, supervisors, employees in other departments, and the general public.
PHYSICAL DEMANDS
Must be able to perform sedentary work and occasionally exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects. This work also involves the physical abilities of handling, among sounds, having manual dexterity, using mental acuity, pushing, reaching, performing repetitive motion, expressing ideas by the spoken word, and walking. An incumbent must also possess the visual acuity to operate a computer, to use measuring devices to inspect small parts, to prepare and analyze data and figures, and to determine neatness, accuracy, and thoroughness of work.
