JOB SUMMARY
Reporting to the Information Technology Manager, this position is responsible for the curation and presentation of meaningful datasets and data dashboards to the City of Hendersonville. This is primarily a data centric position which will work closely with Business Analyst and GIS professionals to query data from multiple sources, create custom reports and manage all aspects of database systems.
MAJOR DUTIES
Create and maintain parcel data through use of COGO and ESRI Parcel Fabric; migrate existing parcel shapefile data to Parcel Fabric Update GIS data including, but not limited to, cadastral, road centerlines, address points, zoning, etc. Provide cartographic support via hardcopy, softcopy, and web enabled mapping. Employ Data and Map hosting and sharing using the ArcGIS Online suite of tools (REST API endpoints, Web Feature Layers, Service Definitions, Survey 123, Web Maps, Web AppBuilder, Story Maps) Use spatial analysis techniques to manipulate, extract, locate and analyze geographic data. Provide GIS support to City Departments for the management of infrastructure, land records, public safety and economic development Maintain geospatial datasets to ensure GIS databases and GIS web applications are up- to-date, and develop new processes and procedures, as necessary Define and manage projects to improve City-wide GIS support according to business needs Assist in data collection using GPS and automated collection technology Assist with the management, administration, support, and monitoring of the ArcGIS Enterprise GIS environment - (Portal for ArcGIS, ArcGIS Server, (SQL), Web AppBuilder, etc.) Utilize basic ArcGIS API for JS, for use in customizing web mapping applications Meet with end-user Departments to understand needs; using end-user input to research, evaluate and implement custom solutions Develop workflows and automate processes using scripting, models and web applications to increase efficiencies and assist customers with automation of tasks Prepare and publish multiple types of ArcGIS Data Services for use in internal and external web mapping applications Provide user support and GIS training to City staff for use of GIS web mapping applications Collaborate with and provide feedback to other departments and staff concerning GIS work products Utilize ERSI districting extension, police and fire service areas, Compile and analyze US Census Beareau TIGER shapefiles, and census block and tract data for various purposes Utilize UAV-based photography and video for city planning, parks, and Public Works visualization projects Provides A/V support for recording BOMA and other required committee meetings Performs other related duties as assigned by the IT Manager
MINIMUM QUALIFICATIONS
Bachelor's Degree in GIS/Geography, Planning, Engineering, Computer Science, or a related field is required Requires 3-5 years of progressively responsible geographic information systems work Experience with ArcGIS Enterprise and ArcGIS Online platforms including coding/programming experience using Python Possession of FAA Remote Pilot Certificate Possession or ability to readily obtain a valid driver's license issued by the State of TN Deadline to
