Geographic Information Systems (GIS) Analyst

Knoxville-Knox County Planning (Planning) is looking for a skilled, innovative, and dedicated GIS Analyst to support the land use and transportation planning functions of our team. The GIS Analyst creates cartographic products, conducts spatial analyses, develops custom applications, and contributes automated approaches to agency tasks. The position also supports basic maintenance of Planning's IT infrastructure.

About the position:

We don't expect expertise in all of these types of efforts, but the ideal candidate will have experience working in planning or a closely related field, both independently and in a team setting, completing advanced GIS projects and conducting research on special planning topics to support external and internal customers. A regular day in this position might involve creating a digital map of urban infrastructure for a report, querying a spatial database to identify trends in land development activity, and managing a web-based map application.

Typical job duties:

Design and develop map-based applications for land use and transportation planning analysis. Elevate and expand the agency's capability for digital mapping using the latest GIS products. Execute research tasks, including data collection, analysis, and preparation. Input spatial data, process database information, and deliver standard and custom cartographic products. Assist in management of the GIS environment, including hardware and software upgrades, network configurations, and troubleshooting of user and system problems.

Skills we are looking for:

Experience with the ESRI suite of GIS products. Analytical problem solving, advanced spatial analysis concepts, programming (Python, Arcade, Visual Basic), and enterprise database management. Knowledge of topics related to the field of planning, including land use, transportation, environment, and geography. Creative thinking and positive attitude. High level of personal accountability and ability to build collaborative relationships. Excellent attention to detail with the ability to see the big picture.

Minimum qualifications:

Bachelor's degree in geography, planning, environmental science, or a related field. Experience operating in an ESRI environment, with strong cartographic skills: Analyst I candidates will have two to four years of experience; Analyst II candidates will have five or more years.
