STATEMENT OF RESPONSIBILITIES
Under general supervision, this position researches, designs, implements, and supports software solutions for data analysts in a Geographic Information System (GIS). Reports to the GIS Manager.
ESSENTIAL JOB FUNCTIONS
Develops and maintains GIS software applications; completes application design, coding, testing, debugging, documenting and all related tasks. Collaborates with users to identify, isolate, and resolve business problems or improve departmental processes. Serves as project manager on GIS related teams. Designs and maintains GIS user interfaces including designing and building maps, forms and reports. Provides technical support and training on GIS processes, procedures, and technologies. Provides data in support of emergency operations. Supplies data and maps to customers per partnership agreements and Freedom of Information Act (FOIA) requests. Remains abreast of current and future issues and trends related to software development, desktop computer technologies and project management. Performs other duties as assigned.

REQUIRED KNOWLEDGE
Database Administration
- Basic knowledge of database administration and design including software configuration, database security management, tuning, schema design, normalization, optimization and automation. Knowledge of Standard Query Language (SQL) preferred and understanding of cartographic principles including datums, spatial references and projections. Project Management
- Comprehensive knowledge of organizing, planning, coordinating, managing and directing administrative functions, planning processes and technology projects.
Technology
- Thorough knowledge of microcomputers and related equipment including installation and routine maintenance. Thorough knowledge of GIS software such as ArcGIS products from ESRI. Page 1 of 2 Revised 06/01/2017 REQUIRED SKILLS Programming
- Designs, codes, and maintains routine to complex computer programs with a variety of computer programming language such as Java, C#, Python, SQL or .NET.

- Develops and maintains cooperative and professional relationships with employees and the public. Effectively responds to and resolves inquiries and disputes.
Time Management
- Plans and organizes daily work routine.
Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules.
REQUIRED ABILITIES
Judgment/Decision Making — Evaluates the best method of research and then exercises appropriate judgment in establishing priorities and resolving complex matters. Considers the relative costs and benefits of potential actions to choose the most appropriate one.
Communication
- Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation of reports, presentations, manuals and FOIA requests.
Excellent ability to listen and understand information and ideas presented verbally and in writing.
EDUCATION AND EXPERIENCE
Requires a Bachelor's Degree in Information Systems, Computer Science, Cartography, Engineering or a closely related field with 1-2 years related experience in systems analysis and computer systems applications and programming, or an equivalent combination of education and experience. Experience in the GIS field and Waterworks is preferred.
ADDITIONAL REQUIREMENTS
An acceptable general background check to include a local and state criminal history check; a valid driver's license with an acceptable driving record.
PHYSICAL REQUIREMENTS
Requires the ability to exert light physical effort in sedentary to light work.
Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
Tasks may involve extended periods of time at keyboard or work station.
SENSORY REQUIREMENTS
Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.
Some tasks require the ability to communicate orally.
ENVIRONMENTAL EXPOSURES
