Job Description

This position performs a lead role in development and implementation of Washburn County's Geographic Information System (GIS); creates and maintains GIS layers to accomplish any mapping required by county departments; coordinates and trains GIS users; assists other departments/public with land related questions; provides maps/data to other county departments, public and other government agencies. The employee performs complex, technical duties in the mapping of Washburn County and assists other governmental entities and members of the public with difficult land related problems. The position also involves organizing land information in a useful and easily accessible format. Work performed is under the direction of the County Surveyor. Position will be advertised until filled.

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be assigned or required. Assist county with integration of GIS into other county computer systems, and oversee data sharing and performance of Schneider Geospatial for the Beacon mapping website. Mapping (including parcel, assist with rural addressing/911, structure and mapping support for other departments). Interpret legal descriptions. Provide technical advice and assistance required by other county personnel/other professionals. Distribute information on land issues to other departments and the public by participating in work groups/conferences to maintain knowledge of current GIS issues. Present mapping information when needed, maintain/create metadata. Assist with scanning and indexing of survey data such as plats of survey, tie sheets, survey field notes, county re-monumentation project data. Occasionally do survey related fieldwork, operate Trimble Pro XL (GPS). Answer routine correspondence as needed. Compile information and assist with the preparation of an annual report and budget. Operate various office machines such as computer, scanner, plotter, printer and copy machines. As Land Information Officer (LIO) oversee WLIP grant applications, grant reporting, and maintain good communications with the WLIP program administrator. Provide data to customers in paper or digital format. Demonstrates professional, courteous customer service to clients and other staff, consistent with County Core Values. Performs a variety of co-related duties as required by the supervisor. Assigns and installs 911 address numbers to rural properties. Maintains and updates the Master Street Address Guide, and notify appropriate agencies when changes occur. Knowledge of cartographic techniques, Arc Info/ArcGIS necessary, AutoCAD Land Desktop experience helpful. Candidate should be familiar with the Public Land Survey System, parcel mapping with topography; digital orthophotos and should understand geodetic concepts (projections, datum's and coordinates systems) and the principles of Global Positioning Systems (GPS). Must possess good communication skills, analytical abilities and work well in a team environment.
EXPERIENCE AND TRAINING REQUIRED
: Four year degree in GIS, Cartography, Geography, or related field; followed by two or more years of mapping and/or surveying experience or a two year degree from an Accredited College or University in any of the designated areas, with significant professional development and 4 years of experience.

Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
TOOLS AND EQUIPMENT USED
Personal computers, GIS software, word processing, spreadsheet, database, and computer-assisted design software; Trimble Pro XR GPS; other field equipment, office equipment including photocopiers, calculator, scanner, plotter, motor vehicle, telephone and voice mail.

While performing the duties of this job, the employee may frequently travel between buildings to work site locations. The employee must be able to negotiate slippery, uneven terrain, and be able to access precarious places. The employee may periodically work in extreme temperatures and other inhospitable environments. The employee occasionally works in areas of reduced traction. The noise level in the office work environment is usually quiet to moderate and occasionally loud on work sites. Occasionally position may travel to other offices in the county or stay overnight out of town to attend training.
