Position Summary :
The IT Manager is responsible for the day-to-day management, planning, administration, security, and support of all agency IT systems. The role will focus on continuous improvement of information technology services and provide responsive user support for this distributed human services organization. This role oversees technology operations supporting approximately 500 employees across 16+ locations throughout Massachusetts and Rhode Island. This role ensures secure, reliable, and compliant IT systems that support clinical, administrative, and operational functions. The IT Manager will work in collaboration with leadership to establish policies and controls that protect confidential information and support compliance requirements. The role consists of infrastructure oversight, cloud administration, cybersecurity operations, vendor coordination, end-user support services, and IT operational governance. The environment is heavily cloud-based, leveraging Microsoft Azure Active Directory (Azure AD / Entra ID), Microsoft 365, cloud-hosted clinical applications, and managed services providers. The ideal candidate combines strong technical expertise with hands-on operational leadership experience in a multi-site healthcare, for-profit, or nonprofit human services or behavioral health regulated environment.
Minimum Qualifications :
Bachelor's degree in Information Technology, Computer Science, or related field, or equivalent combination of education and experience. 3-7 years of progressive IT experience, including experience administering Microsoft 365, Azure AD, and Windows environments. Prior experience leading IT operations, projects, or a small team/managed service relationship. Working knowledge of networking fundamentals (TCP/IP, DNS, DHCP, Wi‑Fi), endpoint management, and backup/recovery concepts. Strong understanding of security controls and practices (Firewall rules, MFA, least privilege, patching, phishing prevention, and incident response). Excellent customer service and communication skills; ability to translate technical concepts for non-technical staff. Strong organization and documentation skills; ability to manage multiple priorities with minimal supervision. Experience with vendor management, purchasing, licensing, and budget tracking. Ability to maintain confidentiality and handle sensitive information appropriately.
Preferred:
relevant certifications (e.g., CompTIA Security+, Network+, Microsoft certifications) and experience in nonprofit, healthcare, human services, or regulated environments.
Key Responsibilities :
Manage daily IT operations, including help desk/service requests, incident management and response, and outage escalations Coordinate user onboarding/offboarding processes, device provisioning, account management, and asset lifecycle management (procurement, inventory, deployment, maintenance, and refresh planning) for computers, mobile devices, and peripherals. Administer and monitor core systems (Microsoft 365/Entra ID/Azure AD, Exchange email, endpoint management and protections, file sharing, printers, phones/VoIP as applicable) to ensure availability and performance. Maintain secure network and infrastructure services (firewalls, switches, Wi‑Fi, VPN, backups) Oversee contracted services and monitor performance against IT service delivery standards, SLA's, and operational KPI's for the managed services provider (MSP) Implement and enforce cybersecurity best practices, including access controls, multi-factor authentication, patching, vulnerability management, and lead or support agency efforts around security awareness training. Oversee data protection, data privacy, and business continuity, including backup verification, disaster recovery planning, and periodic testing. Support and optimize business applications used by programs and administration (e.g., HR/payroll, EHR/case management, finance, scheduling), including configuration, permissions, and user training. Develop and maintain IT policies and procedures, and maintain operational documentation, examples include acceptable use, password/access, device standards, incident response, and change management Lead IT vendor management and contracts review; evaluate solutions, obtain quotes, and ensure service levels are met. Prepare and manage the IT budget; track spending, renewals, and licensing; identify cost-saving opportunities and areas of improvement. Partner with leadership on technology strategy and project planning, including upgrades, migrations, and ongoing process improvement. Ensure technology practices align for HIPAA compliance, and support privacy and confidentiality for individuals served, families, and staff.
Leadership & Collaboration :
Serve as a trusted technical resource to operational and program leadership. Work collaboratively with clinical, finance, HR, compliance, and administrative departments. Provide technical guidance and mentorship to support staff and vendors. Participate in after-hours support escalation rotation when required.
