Job Description

Position Summary:
The Manager of Business Applications and Development has oversight for the critical business applications and systems used across The Guthrie Clinic. These include our Peoplesoft ERP (and future Oracle Cloud environments), OnBase document management, as well as a host of other systems. This individual will be responsible for the full life cycle management of our applications portfolio including day‐to‐day operational support, maintenance, upgrades and enhancements. This includes some custom application development done to support specific business needs. The ideal candidate should have strong team leadership experience, capable project management skills and provide hands‐on technical management for the applications team. The manager is responsible for appropriate staffing, staff management, performance management, and continuous service improvement. The Manager of Applications and Development will work closely with departmental leaders and decision makers to identify, recommend, develop, implement, and support cost‐effective technology solutions for all aspects of the organization.
Education, License & Cert:
• Bachelor's degree in Computer Science or related field, or equivalent combination of education and work experience is required.
Experience:
• Three years of experience in planning and managing IT programs including budgeting, resource management, and delivery development • Previous managerial experience in a healthcare provider organization is a plus
Essential Functions:
1. Manage the deployment, monitoring, maintenance, development, upgrade, and support of all IT Application and Business systems. 2. Manage IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions. 3. Financial management and planning functions, including purchasing, budget monitoring and forecasts. 4. Work with stakeholders to define business and systems requirements for new technology implementations. 5. Work with our business units and the PMO to develops business case justifications and cost/benefit analyses for all new projects and business initiatives. 6. Participate in review and development of all IT policies and procedures 7. Responsible for monitoring all contracts and service agreements. Manage vendor relationships and contractual obligations. 8. Ensure proper change control for all business applications and ensure thorough system/UAT testing prior to a production release. Ensure that all outsourced work is done in accordance with Guthrie's Policy. Ensure that all outsourced work is audited, documented with knowledge transfer and all work products available to appropriate Guthrie staff. 9. Maintain current knowledge of technology and industry trends with emphasis to technology related to the health care industry and the business drivers of The Guthrie Clinic. 10. Prepare evaluations and development of annual goals for direct reports. When necessary, is responsible for disciplinary actions up to and including recommendations for termination. Participates in and recommends hiring decisions. Develops and updates job descriptions. 11. Promote continuous quality improvement and supports tenets of a learning organization. 12. Maintain confidentiality in matters relating to employee and patient information. 13. Knowledge of informational technology disciplines; e.g., software applications and interfaces, production operations, quality assurance and systems management, etc. 14. Knowledge of project management process and systems, ITIL/ITSM 15. Act as a role model for Guthrie's values and ethical culture. Excellent communication skills (interpersonal, verbal and written). Ability to communicate effectively with senior management and executive leaders. Highly self‐motivated, directed, and change oriented.
