SUMMARY UPDATE
The Director of Strategic IT Management & Enablement (SIME) leads the department responsible for enterprise IT governance, enterprise data governance enablement, quality assurance and testing excellence, strategic alignment, performance metrics, organizational change management (OCM), resource and capacity management (RCM), business relationship management (BRM), portfolio and program management (PPM), and financial transparency. The role ensures IT investments deliver measurable business value through standardized processes, data driven insights, and optimized resource utilization.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Leadership & Strategy Defines and executes the vision and operating model for SIME aligned with enterprise objectives Establishes and supports governance frameworks for business relation management, data, portfolio, program, and project management (PPMO) Drives IT strategy alignment with business priorities and ensure benefits realization Portfolio & Program Management (PPMO) Implements stage-gate processes, prioritization models, and portfolio dashboards for capital and operations/maintenance initiatives Oversees enterprise portfolio planning and integrated program and financial controls Enterprise Data Governance Enablement Establishes and runs decision rights, standards, stewardship model, data quality measurement, and controls, embedded into IT delivery and operations, partnering with business data owners and analytics teams Defines governance forums, standards, and escalation paths Establish and run the data governance operating model: councils, roles (data owners/stewards) and decision rights Develops and maintains data policies/standards (definitions, master data, quality, retention, classification) Implements a data quality management approach: critical data elements, thresholds, monitoring, remediation workflow Partners with business functions and analytics/data platform teams to embed governance in solution delivery (SDLC), change management, and operations Quality Assurance & Testing Center of Excellence (TCOE) Develops and enforces QA standards, automation frameworks, and performance/security testing practices Ensures compliance and quality gates across all technology initiatives Metrics & Performance Management Builds and maintains dashboards for delivery predictability, resource capacity, and throughput Implements data-driven insights for decision-making and continuous improvement Focused on automation, consolidation, and sustainability of IT services Organizational Change (OCM), Resource Management (RM), and Business Technology Account Management (AM) Creates and deploys OCM playbooks to improve adoption and accelerate benefits realization Partners with HR and Communications for stakeholder engagement and training strategies Manages IT resource management framework and data input/output Leads, directs and motivates Business Technology Account Managers through leadership communication, performance management and employee management IT Financial and Supplier Management Establishes financial transparency for run vs. change, unit cost baselines, and optimization opportunities Supports budget and financial analysis, cost governance, and partner with IT contract owners on contract management and financial controls

QUALIFICATIONS
MINIMUM
EDUCATION AND/OR EXPERIENCE
Bachelor's degree from a four-year college or university with minimum seven+ years relevant experience in information technology/engineering, including five years of management experience, IT leadership, strategy execution, governance, portfolio management or enterprise enablement, budget/financial management, Desired Experience in regulated environments and/or critical infrastructure Master's degree Working experience with Artificial Intelligence tools and practices
COMMUNICATION SKILLS
Excellent oral and written communication skills Ability to read, analyze, and interpret the most complex documents Ability to respond effectively to the most sensitive inquiries or complaints Ability to write and present effective and persuasive speeches and articles using original or innovative techniques or styles on controversial/complex topics to top management, public groups, and/or boards of directors
