The Executive IT Manager will:
Establish, implement, and enforce best practice standards, procedures, and service levels to ensure that operational and service-level agreements (including asset, incident, problem, change, configuration, service level improvement, reporting, and monitoring incident responsiveness) are consistently met; Provide vision and strategic leadership for IT service systems and delivery, including the IT service desk, desktop support, middleware technologies, system administration, and network operations; Lead the IT Service Management (ITSM) function, including planning and provisioning of information technology across the Department, and provide leadership in identifying and evaluating future trends such as technical, market, industrial, socioeconomic and legislative; Collaborate with other IT functional leaders to guide the planning and implementation of new technologies, including deployment of physical equipment, capacity planning, cloud strategy and the operationalization of new processes; Ensure effective monitoring of service delivery and directly influence resource allocation to maintain service delivery plans, ensuring continuous alignment with business requirements and improved predictability; Manage staff and contractors, providing ongoing coaching, feedback, and performance support. How does it get done? The Executive IT Manager is responsible for: Overseeing the day-to-day delivery of Information Technology System Services for the New Mexico Health Care Authority; Supervising and managing the System Services Team to ensure effective operations and high-quality service delivery; Developing and managing budgets for departmental technology tools, services, and equipment; Participating in IT strategic planning to align technology initiatives with organizational priorities; Developing and implementing IT Service Management (ITSM) policies and procedures; Standardizing configuration and deployment processes for all IT equipment; Overseeing IT Service Management delivery and IT infrastructure management to ensure reliable, secure, and efficient operations. Who are the customers? This position provides support to all Health Care Authority (HCA) divisions and business units. Ideal Candidate This position provides support to all Health Care Authority (HCA) divisions and business units. Minimum Qualification Bachelor's Degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and eight (8) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. At least four (4) years leading an IT team. Employment Requirements Must possess and maintain a valid Driver's License. Must possess or obtain Defensive Driving Certificate. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage.
