  • May 20, 2026 at 6:00 PM The Division of Technology Services (DTS) is seeking a passionate individual to manage our team implementing state-wide verifiable digital credentials (VDC) and state-endorsed digital identity (SEDI).
This effort will allow individuals to prove who they are online as well as store and share their credentials, such as educational certificates, permits, and professional licenses, with organizations in a verifiable and tamper-proof manner. This position will help to facilitate the setting of long and short-term strategic directions for the
DTS SEDI & VDC
team. The Director is responsible for leading the DTS team and is responsible for planning, developing, executing, monitoring and ensuring successful outcome of some of the most complex, critically important and high impact technology projects within the state. The chosen candidate will work closely with Department of Government Operations SEDI Program staff, external vendors, private sector organizations, and staff from other government agencies to develop and maintain software that meets the needs of the SEDI and VDC initiatives. This position will be responsible for developing recommendations to improve system(s) effectiveness, efficiency and compliance with policies and objectives from multiple stakeholders; works strategically in identifying potential systems issues; consults with management in the Department of Government Operations (GovOps); assists team members with information technology needs in either designing and directing software applications or ensuring a stable and secure environment within the organization's technical infrastructure and the whole of DTS. The Director will advise and assist technical staff and business staff to further the successful completion of technology projects and will directly supervise DTS staff. Occasional travel within and outside the state will be required. Key Responsibilities Key responsibilities and day to day responsibilities of this position: Develop and coordinate IT plans and policies. Manage assigned personnel across multiple projects. Contract for software and resources with DTS, GovOps, and state purchasing. Review projects for alignment with business needs and DTS requirements. Audit systems and practices for compliance with procedures, regulations, and standards. Monitor system performance and resolve issues. Drive and implement software development lifecycle process improvement. Produce project documentation for portfolio management. Manage a multidisciplinary team. Develop technology road maps and assist in enterprise-wide development standards. Provide occasional after-hours support. Lead workgroups for IT initiatives. Work in a matrixed environment handling project and support tasks. Develop and coordinate

team's plans, priorities, resources, goals, and expectations. Participate in establishing direction, goals, and policies; meet with staff to assess needs. Identify, evaluate, and recommend new and existing vendor products. Act as a resource and provide technical support to management. Determine resources needed for application planning and implementation. Discuss requirements and provide software suggestions/recommendations to end users, explaining limitations. Lead and/or supervise subordinate personnel, including hiring, delegation, training, and performance management. Actively participate in staff selection and performance management, including evaluation, goal setting, recognition, mentoring, and coaching. Qualifications We are looking for a highly skilled and experienced technical professional. They will need strong analytical and problem solving skills, as well as the ability to work effectively with a variety of stakeholders.
