Core responsibilities include:
Manages technical staff of software engineers for the Information Technology (IT) Pantex Applications organization. Managing technical staff including all employee administration requirements associated with Compensation, Time and Attendance, Performance, and work load. Provides direction, coaches, and mentors' technical staff based on general policies and management guidance to excel in software engineering techniques and practices utilizing agile principals. Work closely with customers for requirements and budget planning necessary to effectively fund and manage the design, development and maintenance of applications to include the development of Statements of Work and working with Pantexas Deterrence and the National Nuclear Security Administration Pantex Field Office, to effectively execute of Inter-Agency Agreements. Work closely with functional and business team members, project management, enterprise architects, system engineers, and application developers to manage the design and development of applications based on approved architecture and business requirements. Ensure adherence to defined project management policies, change management guidelines, cyber security requirements, and quality assurance processes. Effective communication skills and demonstrated success providing leadership in a team environment is required Facilitates operations with other IT organizations across Pantex. Be responsible for ensuring implementations adhere to company policies including software quality assurance and cyber security. Minimum Job Requirements Bachelor's Degree and minimum 7 years of relevant experience OR Applicants without a bachelor's degree may be considered based on a combination of at least 15 years of completed education and/or relevant experience. Department of Energy (DOE) Order 426.2A Requirements Not applicable Preferred Job Requirements 3 years of IT technical management experience preferred, which can include experience leading large anddiverse application development projects. Experience leading applications development teams and projects. Experience utilizing Agile principles to manage projects & individual contributors Experience in coaching and developing staff, individually and in team settings. Knowledge of programming languages and frameworks (.Net, C#, C++, Java, JavaScript, JQuery, React, Hypertext Markup Language Version 5 (HTML5), Extensible Markup Language (XML), etc.) Knowledge of Oracle or other relational database management systems with experience in Structured QueryLanguage (SQL) and Procedural Language (PL)/SQL Knowledge of Web server technologies such as Microsoft IIS, NetWeaver, WebLogic, and Apache Tomcat Knowledge of Integrated Development Environments such as Visual Studio, Eclipse, and IntelliJ Integrated Development Environment (IDEA) Knowledge of Version control tool such as Team Foundation Server (TFS), GIT, Apache Subversion (SVN), or other code repositories Experience with Information Technology Infrastructure Library (ITIL) processes Strong analytical and problem-solving skills #
