Job Description

Applications Manager (Information Systems Manager) In this at-will, management position, you will direct a staff of supervisory, professional, and support personnel, along with staff augmentation and vendor partners, by providing strategic and tactical planning and oversight for all aspects of the City's IT application portfolio, including commercial off-the-shelf (COTS) products, enterprise platforms such as enterprise resource planning (ERP) and geographic information system (GIS), Software-as-a-Service (SaaS) solutions, and custom developed applications. See the full potential of growth for this position here: 2026 Salary Schedule As an Applications Manager, you will: Lead, supervise, and manage multiple teams to provide secure and reliable information technology (IT) services; increase the effectiveness and efficiency of teams through daily functional improvements, increased coordination and communication with businesses, customers, and other IT teams Drive efforts to modernize and simplify the application portfolio through application rationalization Oversee troubleshooting of issues and provide timely resolutions to business customers for supported applications; ensure teams comply with required governance and standards Participate in all IT Leadership functions and responsibilities; provide strategic development, cross-division alignment, and budgetary oversight for all division functions and work efforts Manage vendors that are providing services and products; identify and address performance issues with vendors Support management reporting Make fact-based decisions on staffing levels and service delivery; ensure service level agreements are met Ensure appropriate and effective communication with individual customers and Citywide Other duties as assigned Learn more about this job by reviewing the class specification on the City of Colorado Springs Class Specifications page We are looking for candidates who demonstrate:
Knowledge of:
Successful application rationalization and modernization of an application portfolio Pertinent federal, state, and local laws, codes, and regulations Application security and application security frameworks Ability to: Make well-reasoned and timely decisions based on careful, objective review and informed analysis Establish and maintain effective working relationships with staff at all levels Communicate expertly both orally and in writing Successfully lead and organize projects involving multiple team members and stakeholders Bachelor's degree from an accredited college or university with major coursework in a related area of study Seven years of full-time, professional experience in a related field Four years of administrative, leadership and supervisory experience We value a diverse range of qualifications and experiences.
