ORA_ON_SITE Description SAIC is pleased to present this opening for a Site Lead / Project Manager in Colorado Springs, Colorado, directly supporting the NORAD and
NORTHCOM
Information Technology Enterprise Services (NITES) contract. The successful candidate will lead critical mission-support activities, initially focusing on a high-visibility site extension project before transitioning into a long-term lifecycle and project manager role. This position requires a dynamic leader capable of executing complex systems engineering, infrastructure build-outs, and sustained technical assurance for the Department of War's most critical command and control environments.
JOB DESCRIPTION
The Site Lead / Project Manager will serve as the central coordination point for multi-disciplinary groups of system administrators, network engineers, and infrastructure technologists. Your primary objective is to facilitate a seamless infrastructure expansion under the NITES contract while preparing the site for steady-state Operations and Maintenance (O&M) tasking. This role demands a high degree of collaborative leadership. You must possess the ability to unite diverse technical groups, influence stakeholders without direct authority, and ensure cross-functional alignment with
NORAD/NORTHCOM
mission requirements. Rather than direct personnel management, this position focuses on driving project success through strategic coordination, relationship building, and interdepartmental collaboration.
RESPONSIBILITIES
Project Execution:
Synchronize multiple, concurrent infrastructure build-outs and change initiatives while ensuring strict adherence to Statements of Work (SOW).
Strategic Planning:
Develop comprehensive project schedules, resource cost estimates, and infrastructure requirements to meet mission deadlines.
Cross-Functional Coordination:
Integrate activities across diverse technical teams (Network, Systems, Telecomm) to align workstreams without the need for direct personnel management.
Performance Monitoring:
Track project progress against established baselines and transparently communicate variances, risks, and mitigation strategies to leadership.
Governance & Compliance:
Manage adherence to all IT governance standards, policies, and security protocols through the use of approved enterprise tools and templates.
Stakeholder Liaison:
Facilitate interdepartmental meetings to drive task completion, resolve technical conflicts, and ensure organizational alignment.
Risk Management:
Proactively identify and manage project risks and issues, ensuring deliverables remain within budgetary and scheduling constraints.
Process Optimization:
Drive the evolution of project management best practices and tools to enhance organizational efficiency and mission readiness.
Documentation:
Maintain concise, professional documentation of all project activities and conduct post-implementation evaluations to refine future lifecycle efforts.
Lifecycle Transition:
Coordinate the handover of completed infrastructure projects to steady-state O&M teams, ensuring full operational continuity. Qualifications
TYPICAL EDUCATION AND EXPERIENCE
Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.
QUALIFICATIONS/EDUCATION/SKILLS
Education:
Bachelor's Degree or higher (4 years of additional experience in lieu of degree will be considered). Active TS/SCI clearance
Experience:
7 years or more of Infrastructure Project Management or Project Coordination experience within a large-scale DoD environment or Fortune 500 organization.
Technical Proficiency:
Familiarity with infrastructure technologies, including Telecomm, Networking, Server/Storage, Virtualization, and IT Security to effectively converse with and coordinate technical teams.
Communication:
Exceptional oral and written skills with specific experience in formal military-style writing, preparing briefs, and presenting to senior leadership.
Attributes:
Proactive self-starter with an eye for detail and a systematic working style; highly capable of working cross-functionally in a heavily matrixed organizational structure with minimal supervision.
