USSOCOM J3- International SOF Information/Knowledge Management (IM/KM) SME Addx Corporation - 3.7 Macdill AFB, FL Job Details 1 day ago Qualifications Spatial analysis Stakeholder engagement Content management systems AI tools proficiency Business analysis Gap analysis Microsoft Office Master's degree Change management SQL Collaborative technology platforms GIS software IT Content architecture Information management Information architecture Data analytics technologies Metadata management Database software proficiency Full Job Description Position Overview The International Special Operations Forces (SOF) Information and Knowledge Management (IM/KM) Subject Matter Expert (SME) designs, builds, and sustains the information architecture that enables the J3 International (J3-I) Division at U.S. Special Operations Command (USSOCOM) to maintain persistent, actionable knowledge of Partner Nation (PN) SOF capabilities, readiness, leadership, equipment, and tactics across the global SOF enterprise. Simultaneously, this role ensures PN SOF organizations have reliable, well-organized access to the USSOCOM information they need to plan, operate, and collaborate effectively. Operating across up to four classification domains simultaneously—SIPR, NIPR, BICES, and APAN—the SME develops and maintains the full suite of J3-I knowledge products: PN SOF capability profiles, the Integrated Global SOF Picture, searchable information databases, and the Division's Organization and Functions Manual. This role requires a rare combination of technical expertise in knowledge management platforms and geospatial tools, deep understanding of multinational information environments, and the ability to drive information discipline and sharing culture across a complex, multi-domain organization. Key Responsibilities Draft and implement a comprehensive J3-I Information Management plan that governs how team members search, locate, meta-tag, file, and update information across all four classification domains (SIPR, NIPR, BICES, APAN); coordinate the plan with Command KM representatives to ensure consistency and access across the USSOCOM enterprise. Develop and maintain interactive IM products that enable visual analysis of USSOCOM and DoD PN SOF networks; ensure all information is clearly categorized by security level and release authority in compliance with Foreign Disclosure policies. Build and maintain PN SOF Profiles for each assigned partner nation—capturing unit overviews, recent employment history, operational performance, and key leader engagement results—and publish at appropriate classification levels across all domains. Develop and sustain the
Integrated Global SOF Picture:
an overarching directory framework incorporating geospatial and Microsoft Office-based information management tools across SIPR, NIPR, BICES, and APAN that feeds the international SOF Common Operating Picture (COP). Build and maintain searchable information databases on SIPR, NIPR, and BICES to enable rapid recovery of data for J3-I Situation Reports (SITREPs), requests for information, and partner nation data needs. Draft, maintain, and version-control the J3-I Organization and Functions Manual/SOP, documenting internal organization, processes, and metrics to enable continuity and mitigate the impact of personnel turnover. Coordinate with elements across the USSOCOM staff, components, and TSOCs to maintain a holistic view of PN SOF capabilities, constraints, authorities, and key leadership; coordinate with
USW-I BICES
program representatives to ensure information consistency between SIPR and BICES domains. Develop and maintain J3-I long- and short-range calendars; develop and apply taxonomy and metadata schemas that ensure organizational knowledge is consistently organized, stored, and retrievable across all platforms. Evaluate IM/KM effectiveness by measuring usage patterns, identifying knowledge gaps, and recommending improvements; engage stakeholders at all levels to foster a culture of disciplined knowledge sharing across the Division. Perform close-out and escort duties in accordance with the Division's Security Procedures. Requirements & Qualifications Master's degree in Information Technology, Knowledge Management, or a related field from an accredited university; minimum 3 years of experience in content strategy, taxonomy design, and change management within a complex organizational environment. Minimum 3 years of experience in business process analysis and multinational information management; mastery of KM platforms (e.g., SharePoint, Confluence), AI-powered search tools, SQL, content management systems (CMS), and data analytics tools, with demonstrated ability to evaluate KM effectiveness and identify knowledge gaps. Minimum 1 year of experience in portal development and management; minimum 1 year of experience managing geospatial analysis tools, including the Microsoft Office family of information management tools and SOF Geospatial Enterprise or equivalent platforms. Expertise in developing taxonomies and metadata schemas for multi-domain environments; demonstrated ability to manage information simultaneously across classified and unclassified networks (SIPR, NIPR, BICES, APAN) and engage diverse stakeholders to drive knowledge-sharing culture and organizational change. Current DoD Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI) access required at time of hire.
