Job Description

The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Administration, Strategy and Planning section. This job title has an assigned pay grade of TS-317. Req. 221778. (ASP 50692561) The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. This position is within the Office of Technology Services (OTS), Architecture, Standards, and Platforms (ASP) and serves as a program manager for mission-critical information technology initiatives, products, and portfolios within the division. The incumbent applies expert-level program and portfolio management methodology to support architecture review operations, portfolio planning, documentation, reporting, cross-team coordination, and process improvement. This position ensures that major initiatives are reviewed in a timely manner, appropriate staff and stakeholders are engaged, portfolio information is accurate and current, and leadership has clear visibility into priorities, risks, dependencies, and progress. Supervision is received from an IT Statewide Administrator or higher-level authority. Other reporting relationships may be approved by SCS. The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: Overseeing the state's capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Seven years of experience in information technology, program management, project management, or business analysis; OR Six years of full-time work experience in any field plus five years of experience in information technology, program management, project management or business analysis; OR An associate's degree in information technology plus five years of experience in information technology, program management, project management or business analysis; OR A bachelor's degree plus five years of experience in information technology, program management, project management or business analysis; OR A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, program management, project management or business analysis; OR A master's degree plus four years of experience in information technology, program management, project management or business analysis.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
Program Management for Architecture Review and Governance Processes Performs program management duties for ASP governance and architecture review activities by applying project and portfolio management methodology to mission-critical information technology initiatives. Coordinates the full lifecycle of architecture reviews for major projects and significant system changes, including intake, readiness assessment, scheduling, agenda development, routing of materials, identification of required participants, facilitation support, documentation of outcomes, and follow-up tracking. Ensures the appropriate architects, technical leads, and stakeholders are assigned and engaged for each review and that reviews progress in a timely manner. Tracks risks, issues, dependencies, and action items related to the review process and escalates delays or gaps as needed. Evaluates progress toward review goals and process objectives and reports status to ASP leadership. Portfolio Management and Reporting Performs portfolio management and administrative functions for ASP initiatives, products, and ongoing work efforts by establishing and maintaining clear ownership, status, priorities, milestones, dependencies, and risks. Ensures portfolio records are entered, updated, and maintained in accordance with organizational expectations and supports regular portfolio review cadences. Develops and maintains dashboards, reports, forecasts, and summaries for leadership to support planning, prioritization, and decision-making. Meets with OTS leadership and other stakeholders as needed to coordinate successful execution and visibility of supported initiatives. Application and Product Portfolio Visibility Maintains visibility into the division's portfolio of supported products, platforms, and applications by coordinating the collection and maintenance of key metadata such as ownership, business purpose, criticality, hosting environment, dependencies, and integration points. Assists in developing a reliable inventory view that supports impact analysis, modernization planning, incident response, and executive reporting. Coordinates with ASP teams and other OTS groups to improve completeness, consistency, and usefulness of this information. Documentation, Process Improvement, and Standards Support Assists with enhancing program and portfolio management documentation, standards, and workflows by developing resources, identifying process needs, and reviewing materials such as intake forms, checklists, dashboards, status reports, communications, and risk tracking artifacts. Recommends and implements improvements that increase consistency, transparency, accountability, and timeliness across architecture review and portfolio processes. Supports the maintenance of reusable governance materials such as templates, decision logs, and related process documentation. Special Tasks as Assigned Performs special tasks as assigned. This may include assisting higher-level IT Statewide personnel, participating in strategic planning efforts, supporting RFP evaluations or other procurement-related activities, preparing specialized reports, participating in interagency working groups, or assisting with other statewide governance and modernization efforts
