URGENT - CAD/RMS
Program Manager Pikesville MD (Onsite) Position Overview Provide hands-on program management, technical consulting, and operational oversight for a complex public safety technology environment. Support CAD, RMS, Mobile, reporting, automation, integrations, and related technology services. Coordinate activities across multiple agencies, vendors, contractors, and stakeholders. Drive strategic planning, prioritization, service continuity, and technology modernization initiatives. Serve as both a program leader and hands-on technical resource. Key Responsibilities Lead program planning, governance, prioritization, risk management, and delivery oversight. Manage contractor performance, staffing activities, onboarding, workload assignments, and accountability. Support CAD/RMS configuration, reporting, data exports, automation development, and reporting applications. Gather requirements, perform system analysis, develop specifications, and coordinate implementation activities. Oversee vendor management, contracts, budgets, deliverables, invoices, and financial tracking. Coordinate support operations, issue escalation, outage response, service metrics, and stakeholder communications. Support reporting, compliance, audit, and documentation initiatives. Lead knowledge transfer, transition planning, and operational continuity efforts. Support modernization projects, system integrations, cloud initiatives, and roadmap development. Prepare executive briefings, dashboards, reports, presentations, training materials, and technical documentation. Required Qualifications Authorized to work in the United States. Bachelor's degree in information technology or a related field. 12+ years of experience in Information Technology, program management, systems implementation, public safety technology, or related disciplines. 10+ years of specialized experience supporting, managing, implementing, configuring, or consulting on CAD/RMS/Mobile systems. Program management Contractor and vendor oversight Technical requirements development System analysis and implementation Reporting and data exports Workflow automation Stakeholder engagement Training and knowledge transfer Public safety technology environments Experience supporting public safety environment or state government technology programs. Experience supporting multi-agency technology environments. Strong communication, leadership, and stakeholder management skills. Experience working in mission-critical operational environments. Ability to pass fingerprinting and background screening requirements. Preferred Qualifications Experience with CAD, RMS, and Mobile public safety systems. Experience with NIBRS reporting and automation. Experience with SQL, JavaScript, HTML, dashboards, custom reporting, and data exports.
