MNIT MPCA
team provides technical expertise for the organization's applications and agency-specific support to ensure every Minnesotan has healthy air, sustainable lands, clean water, and a better climate. Job Summary The IT Advanced Project Manager will formally project manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered on a statewide basis. Included are technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, systems and enterprise software applications. The incumbent will be the focal point for project and/or program initiation, planning, execution, control and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT. This includes, ensuring quality and consistency across multiple projects in the use of proactive project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices. This position is telework eligible for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles of less from the primary work location to be eligible for telework. Telework arrangements and policy updates may be adjusted based on business needs. Qualifications Minimum Qualifications To qualify, candidates must clearly show all of the following qualifications in their resume. Resume tips available here : This position requires a minimum of four (4) years of experience in performing IT project management functions.
Experience must include:
Demonstrated experience managing all phases of projects, including planning, scheduling, monitoring, and execution to achieve desired functionality and delivery objectives. Demonstrated experience working with business stakeholders within a cross-functional matrix environment. Demonstrated experience in System Development Lifecycle and the Project Management Lifecycle, including project costs and resource allocation, using project and project portfolio management tools. Demonstrated experience managing project in both Agile and Waterfall Methodologies. Demonstrated ability to present customer-focused project management approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences. Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding. Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months. Demonstrated experience with the Atlassian tool suite (JIRA, Confluence and XRay), preferred experience with JIRA administration. Demonstrated experience with project and portfolio management tools, such as Planview. Demonstrated experience with contracting processes (Request for Offers (RFOs) and Request of Purchases (PRPs), Purchasing and Contracts) for Commercial of the Shelf (COTS) products and Vendor Supplied Software Development. Demonstrated experience working with Federal, State and/or Local governments.
